POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Foreperson position is a highly responsible supervisory position accountable for the administration, maintenance and construction of City parks, athletic fields, facilities, medians, right-of-ways, and open space.
Work involves responsibility for planning, supervising, and participating in the activities of a group of parks staff and seasonal employees. Foreperson work with independence within their assigned functional areas and delegate responsibilities, as they deem necessary. Goals and objectives for this position are established with a team approach and are evaluated by the Parks and Open Space Superintendent for accomplishment and performance. This is a safety sensitive position.

The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities, and Tasks Plans, organizes, supervises, and participates in the administration, maintenance and construction of park, athletic fields and facilities
- Manages procurement, contracting and provides contractor oversite for projects in the parks
- Responds or provides updates for Access Westminster requests during normal business hours, within 24 hours and finds a resolution within 48 hours. If a resolution is not possible within 48 hours updates to the reporting party or manager are required
- Communicates directly with citizens, contractors and vendors
- Assists in the coordination and logistics of volunteer projects
Areas of supervisory focus for the Foreperson position may include: Park District Oversight, Irrigation Repair/Maintenance, Water Conservation, Contracts, Utility Locate Requests, Safety Training, Snow Removal, Record Keeping, Trash Collection, Greenhouse, Fleet Service and Samsara, Staff Training, Parks Operation Center Administration, Special EventsManages assigned crews through collaboration with Crew Leader(s)

Compiles information and reports as necessary
- Assists in formulating yearly budget projections and tracking expenditures
- Coordinates a variety of record keeping duties as it pertains to pesticide applications, fertilizer use and documenting of an array of project costs and estimates
- Effectiverly tracks and records labor and equipment use time for all tasks

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses and Certifications Required :- High school diploma or GED
- Six (6) years of increasingly responsible full-time experience in park operations, including a minimum of two (2) years of supervisory experience
- Must be results-oriented with a proven track record in park maintenance and construction operations
- Must possess a Class B CDL certification or obtain one within six (6) months of hire and maintain such licensure for continued employment
Preferred :- Graduation from an accredited college with major course work in parks management, turf management, horticulture, or arboriculture may be substituted for two (2) of the required six (6) years of experience
Any equivalent combination of education, training, and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements - Work is physical in nature, and requires sufficient physical strength and stamina to:
- Occasionally sit while driving to work assignments and performing office tasks; frequently stand and walk on uneven terrain in all weather conditions to safely complete assigned tasks
- Occasional squatting, twisting, climbing, and balancing to inspect assigned areas and perform snow removal
- Frequent light/firm grasp properly use tools and equipment; occasional fine manipulation use to perform office duties; constant handling to use safely use machinery and heavy equipment
- Occasional step up/down to enter and exit vehicles and climb ladders; constant actuate mechanism to safely operate heavy equipment and vehicles
- Standard near/far acuity and hearing
- Occasional lifting of up to 50 pounds from ground to waist to move material and supplies; occasional carrying of up to 25 pounds at waist level to use weed clearing equipment; occasional pushing/pulling of up to 100 pounds to use mowing equipment
WORKING CONDITIONSWork is constantly performed indoors and outdoors with constant exposure to extreme temperatures year-round. Position is responsible for the maintenance of all City parks, public facilities, forestry, and athletic fields throughout the year. Snow removal at City facilities, parks, and trails is done when needed.
Required Materials and Equipment Operate light equipment such as pick-up truck, small dump truck, tractors, horticultural hand tools, rototillers, sod cutters, pruners, shovels, self-propelled, walk-behind mowers, riding mowers, snow blowers, 20-foot trailers, irrigation systems, woodworking and welding tools, backpack sprayer, and other equipment as necessary. Heavy equipment operation may include frontend loaders, backhoes, trenchers, road graders and truck and trailer combinations. Depending on the project, may also utilize small tools such as hammers, saws, measuring tape, levels, drills, and power tools to complete assigned responsibilities. Because of the use and exposure to loud machinery, pesticides, and chemicals, safety glasses, earplugs, safety shoes, spray and dust masks, and chemical suits are used.

The City of Westminster does not participate in the Social Security system. In lieu of Social Security contributions, the city contributes to a 401(a) defined contribution plan on your behalf.
401(a) Contribution Rates:Employee Mandatory Contribution: 11.5% of your base pay. Contributions are pre-tax and fully vested.
Employer Contribution: 12% of your base pay.
