    The Job

    The Department of Public Health (DPH) is recruiting for Health Education Specialists II who function as lead workers with responsibility for planning, implementing, and evaluating health promotion and education programs. Duties include ensuring appropriate concepts, principles, methods, and materials of health education are applied to practice; acting as a technical expert in assigned program subject matter; planning effective health education programs after conducting assessments of the community needs; and developing a logical scope of work with measurable objectives, which includes coordinating implementation activities in partnership with diverse community and agency stakeholders and evaluating the impact of education strategies.

    The resulting eligible list from this recruitment may also be used to fill future regular and extra help vacancies as they occur throughout the Department of Public Health.

    CONDITIONS OF EMPLOYMENT

    Travel: Travel throughout the County may be required to perform duties off-site as needed. Employees may be required to make provision for transportation and use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced and maintained for the individual providing the transportation.

    Background Investigation: Incumbents selected for these positions must pass a background investigation which includes verification of employment history and education as well as a physical exam and drug screening.
    Shift Availability: Incumbents may be required to work occasional evenings and/or weekends depending on assignment.
    Animal Care and Control Positions: Positions assigned to the Animal Care and Control program will be located in a County animal care shelter, work with animals and be expected to interface with animal rescue/animal welfare groups.
    Disaster Service Worker: Positions in DPH are designated Disaster Service Workers and may be scheduled to work after-hours, weekends and holidays to cover emergency response.
    Sponsorship: San Bernardino County is not able to consider candidates who will require Visa sponsorship at the time of application or in the future. Candidates must be able to present their legal right to work in the United States at the time of employment.

    Minimum Requirements

    Applicants must qualify under Option A or Option B:

    Option A
    Education: A Master's degree in Public Health (MPH), with an emphasis on Health Promotion and Education, Community Health, Health Administration, Public Health Policy, Global Health, Environmental Health, Health Science, Nutrition, Epidemiology, or closely related degree*.

    -AND-

    Experience: One (1) year of full-time equivalent experience in a public health department, health services provider organization, healthcare organization or community based health organization, which included the following: planning, implementing, and evaluating health education programs; conducting community/healthcare education activities; developing social media campaigns and instructional/educational materials; organizing events and working with community coalitions; and developing community partnerships.

    Option B

    Education: A Bachelor's degree in Public Health, Health Promotion and Education, Community Health, Health Administration, Public Health Policy, Global Health, Environmental Health, Health Science, Nutrition, Epidemiology, or closely related degree*.

    -AND-

    Experience: Two (2) years of full-time experience as stated in Option A.

    * NOTE :
    • Degrees in Psychology, Sociology, or Kinesiology are not considered qualifying fields of study.
    • Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. (Must be attached if applicable.)


    Desired Qualifications

    The ideal candidate will possess a Master's degree in a qualifying field of study and will possess the Certified Health Education Specialist (CHES) and/or the Master Certified Health Education Specialist (MCHES) certificate. Additionally, the ideal candidate will possess excellent written and verbal communication skills as they relate to developing education materials and media releases, representing the program in public, and conducting presentations and training.

    Applicants fluent in American Sign Language, Arabic, Korean, Mandarin, Spanish and/or Vietnamese are strongly encouraged to apply. Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.
