    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the general supervision of the Administration and Finance Branch Manager, this position performs complex (journey-level) purchasing and procurement work within the Support Resources Division. The role involves managing complex procurement activities, ensuring compliance with applicable laws, regulations, and agency policies. The incumbent serves as a subject matter expert, providing consultative and technical guidance to internal stakeholders on procurement strategies, contract development, and vendor management. Works under general supervision, with moderately latitude for the use of initiative and independent judgment.






    Qualifications:

    MINIMUM QUALIFICATIONS

    Education:

    Graduation from High School or GED.

    Experience:

    Two years of experience in procurement and/or contract administration.

    One year of experience processing purchase orders in accordance with government purchasing guidelines and procurement methods.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Applicant must possess a valid State driver's license.

    Completion of Basic Texas Purchaser training provided by the Texas Comptroller of Public Accounts.

    ACCEPTABLE SUBSTITUTIONS

    Experience:

    Graduation from an accredited college or university with a Bachelor's degree may substitute for one year of experience in procurement and/or contract administration.

    PREFERRED QUALIFICATIONS

    Education:

    Graduation from an accredited college or university with a Bachelor's degree, with major coursework in business, public administration, or a related field.

    Experience:

    Experience in State of Texas purchasing.

    Experience of using the Department of Information Resources (DIR) guidelines, policies and rules.

    Experience in CAPPS Finance.

    Experience in contract development, contract evaluation, and contract management work.

    Licensure:

    Certified Texas Procurement Manager (CTCD).

    Certified Texas Procurement Manager (CTCM).



    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of purchasing and procurement methods and procedures.

    Knowledge of assigned commodities and products available on the open market, including supply sources.

    Knowledge of purchasing sources, pricing structures, market factors, and product characteristics.

    Knowledge of State purchasing and contracting regulations.

    Skill in using Microsoft Office applications (Word, Excel, Outlook, PowerPoint).

    Skill in communicating effectively, both verbally and in writing.

    Skill in organizing and prioritizing workload, managing multiple assignments, and meeting deadlines.

    Skill in providing quality customer service in a courteous and professional manner.

    Skill in making independent, sound, and timely decisions.

    Ability to interpret purchasing policies, procedures, and regulations.

    Ability to use automated purchasing systems to process purchase orders.

    Ability to develop methods and procedures for identifying and locating purchasing sources.

    Ability to evaluate fiscal data for reasonableness, necessity, and compliance with contract requirements.

    Ability to write and edit contract requirements and technical specifications.

    Ability to communicate effectively with co-workers, internal stakeholders, and external vendors.

    WORKING CONDITIONS

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime, weekends and holidays as necessary.

    Required to operate a state vehicle

    May be required to travel 5% with possible overnight stays

    Must conform to TPWD dress and grooming standards, work rules and safety procedures

    Non-smoking environment in State buildings and vehicles.
