    DEFINITION:
    Under general direction, directs the nursing services of an autonomous County Medical Center which provides inpatient and outpatient services.

    Essential Job Functions

    What You'll Be Doing:
    • Reviews, recommends, and maintains a practice environment that enables the implementation of evidence-based nursing practices across the organization and aligns with the organization’s overall quality improvement plan.
    • Develops and implements programs to improve the quality of patient experiences and nursing excellence.
    • Develops and monitors operating and capital budgets within nursing services.
    • Integrates analytical processes to ensure balanced initiatives focused on clinical excellence and financial performance.
    • Applies specialty based national standards of professional nursing practice to ensure the availability of a well-educated nursing workforce to meet the needs of an increasingly complex patient population and that nurses at all levels of the organization remain competent in the care they provide to patients.
    • Provides 24-hour direction of the nursing service.
    • Delegates assignments to key personnel to develop specific measurable goals for each area of nursing care.
    • Participates in strategic planning for the organization and is responsible for strategic planning in the Department of Nursing.
    • Administers general personnel management matters and actions, including appointment of designated department heads or other senior nursing positions.
    • Ensures overall adherence to licensure and regulatory standards.
    • Actively participates in local and national organizations to represent the facility.
    • Authorizes and directs the writing of grant proposals.
    • Confers regularly with appropriate health professionals to review current operations, recommend appropriate action in meeting existing needs and resolving specific problems, and to advise on the establishment of long and short-term goals and objectives and priorities.
    • Interprets and communicates organizational policies, procedures and priorities internally and to various agencies in the community.

    Requirements

    REQUIREMENTS TO QUALIFY:
    Three (3) years of experience at the level of Clinical Nursing Director* directing the nursing staff of a large hospital** or a large correctional institution(s)*** delivering complex medical services or an equivalent assignment.****

    A Master's degreein Nursing or Administration ***** will be accepted for one (1) year of the required experience in directing nursing staff.

    LICENSE REQUIREMENT INFORMATION :
    • A current, active license***** to practice as a Registered Nurse issued by the California Board of Registered Nursing.
    • A current Basic Life Support (BLS)***** for Healthcare Providers (CPR & AED) Program certification issued by the American Heart Association.

    DESIRABLE QUALIFICATIONS:
    Additional credit will be given to applicants who possess the following desirable qualifications:
    • A Doctorate in Nursing Practice or PhD in Nursing from an accredited program.*****
    • Nurse Executive, Advanced Certification (NEA-BC) from the American Nurses Credentialing Center (ANCC).*****
    • Experience analyzing benchmark quality data to determine the overall level of nursing’s clinical performance using a database that collects and evaluates unit-specific nurse-sensitive data from hospitals.
    • Experience directing the nursing staff of a large hospital** or a large correctional institution(s)*** delivering complex medical services or an equivalent assignment****, beyond the requirement.


    PHYSICAL CLASS: Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENTS INFORMATION:
    *For this examination, Clinical Nursing Director is defined as: administering multiple major programs or organizational areas with full responsibility for planning, organizing, staffing, budgeting, directing, and controlling the accomplishment of both short and long-term nursing service objectives.
    **A large hospital is defined as a hospital of 300 or more licensed beds .

    ***A large correctional institution(s) is defined as an institution/facility that has an inpatient treatment center of 150 or more licensed beds .

    ****Complex medical services include, but are not limited to, emergency, medical, surgical, critical, perioperative, perinatal, psychiatric and outpatient services. An equivalent assignment may include, but is not limited to, a healthcare network, or outpatient/ambulatory care centers, or comprehensive health centers offering multiple ambulatory care services.

    *****In order to receive credit for a degree, certificate and/or licensure, include a legible copy of your official diploma, official transcript, or letter/certificate/licensure from an accredited institution or issuing agency within your application.     EXAMINATION CONTENT:
    This assessment type will evaluate the training, experience, desirable qualifications, and education you list on your application and supplemental questionnaire and assign a score based on a standardized scoring system. This assessment is worth 100% of your total score. The passing score for the assessment is 70%.

    ELIGIBILITY AND VACANCY INFORMATION:
    Applicants who passed the assessment(s) are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and added to the list accordingly. We will use this list to fill vacancies in the Department of Health Services as they occur.
