    Description

    The Controller's Office is looking for highly motivated candidates for the position of Information Technology Manager.

    This role is part of the Controller Information Systems Division (CIS) and plays a key role in supporting all related Countywide automated accounting and financial systems.

    The successful candidate will possess a strong background in management information systems, with particular expertise in implementing system upgrades and deploying new modules for automated accounting systems. This position requires the ability to analyze, design, test, and implement new or enhanced business processes to improve operational efficiency.
    The role also involves working closely with fiscal staff across multiple County departments; developing, implementing, and interpreting administrative policies and procedures; formulating short- and long-term automation strategies; and training, directing, and evaluating assigned personnel.

    DISTINGUISHING CHARACTERISTICS
    This is the full programmatically responsible automation function existing in departments with complex data processing needs. It is distinguished from lower-level departmental information technology positions by its responsibility for short and long-range tactical and strategic planning and by full-line supervision requirements. The work is primarily managerial and analytical in nature, where the work of lower-level positions tends to be more technical and procedural.

    SUPERVISION RECEIVED AND EXERCISED
    Receive general direction from the assigned higher-level managers. Exercise direct and/or indirect supervision over five to six technical and clerical employees and contractors, and coordinate projects with system vendors.
    Examples Of Duties
    Duties may include, but are not limited to, the following:
    • Work closely with top management to determine areas which would benefit from automation and coordinate work within the department to implement appropriate systems; provide overall assistant, coordination, and management of projects for the department, including working with external parties.
    • Make recommendations regarding department workflow and operations to best take advantage of the benefits of new and modified automated systems.
    • Manage a support team of 5 to 6 members.
    • Work closely with fiscal staff across multiple County departments.
    • Analyze and determine the feasibility of automating programs, develop new applications, and modify existing applications.
    • Participate as the key department contact for CIS for applicable projects.
    • Perform departmental planning for automated systems; develop and manage the departmental automation budget.
    • Function as a team member working with managers in one's own department and with management of other departments in the development of integrated systems that affect more than one department.
    • Write procedures, memoranda, and instructional material relating to staff use of automated systems.
    • Coordinate in-house user committee activities to ensure that adequate resources are allocated to projects.
    • Supervise others doing administrative, technical, or clerical work in support of departmental automated systems as assigned.
    • Document and maintain manuals, workflows, system configuration, and other relevant materials to support the applicable systems
    • Research and resolve problem areas and discrepancies in computer programs.
    • Consult with staff on training needs and materials; develop and participate in in-service training programs to ensure proper data handling and transmission.
    • Perform related duties as assigned.

    Qualifications
    Education and Experience:
    Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

    Three years of analytical or administrative experience that involved the application of data processing principles and techniques.

    Knowledge of:
    • Principles and methods of systems and procedures analysis.
    • Data processing principles, techniques, and capabilities.
    • Principles of supervision and staff development.
    • Principles and methods of statistical reporting.
    • Technical writing principles and techniques.
    • Modern office methods, including record keeping, storage, and retrieval.

    Skill/Ability to:
    • Analyze, evaluate, and develop systems and procedures for data processing applications.
    • Interpret departmental business needs and policies to Information Systems, the County Manager, other department and vendors.
    • Conduct systems analysis and feasibility studies.
    • Supervise the work of others.
    • Train in the use of data processing methods.
    • Prepare and present technical reports and recommendations.
    • Negotiating with Information Services and other departments to ensure that the department's interests are known and met.
    • Communicate clearly and concisely orally and in writing.
    • Establishing and maintaining effective and cooperative working relationships with others.
    • Work independently.
    • Perform financial analyses of data processing applications and budgeting for such applications.

    Departmental Promotional Only . Only current County of San Mateo employees in the Controller's Office with at least six months (1040 hours) of continuous service in classified regular, probationary, or extra-help/limited term positions prior to the final filing date may apply.

    The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%).

    Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
