    Introduction

    YOU MUST BE AN ALAMEDA COUNTY EMPLOYEE TO APPLY FOR THIS RECRUITMENT.

    THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day of filing. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

    Qualified bilingual persons who speak English and are also fluent in: Spanish, Chinese, Vietnamese, Cambodian, Laotian, Korean, Mien, Tagalog, Amharic, Farsi, Dari, Tigrigna, Russian, Romanian or Sign Languages are especially encouraged to apply. There is an additional biweekly compensation for persons in positions designated bilingual. Qualified candidates may be tested to demonstrate language proficiency.

    DESCRIPTION

    THE AGENCY

    The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark, and Union City and the unincorporated communities of Castro Valley and San Lorenzo. The Alameda County Library also provides additional services through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services.

    The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian, Cynthia Chadwick, and the Board of Supervisors on library services.

    The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services.

    The Board of Supervisors allocates a portion of utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services.     THE POSITION

    This flexibly staffed class series specification describes the entry-level classification in the Librarian series. Under general supervision, provides professional services for library members and assists in the operation of a library. Librarian I may be assigned to public services or technical services. Also performs related work as required.

    This is the entry-level classification in the Librarian flex series located in the County Library. Librarian I is the entry-level position in the professional librarian series and is expected to learn all aspects of professional Librarian work as they are exposed to multiple areas of the profession. The Librarian I is distinguished from a Librarian II according to the amount of supervision given and responsibility delegated.

    Employees in the Librarian I classification are expected to develop the necessary knowledge and abilities of professional librarian work to flexibly promote to the higher-level classification of Librarian II after one year of full-time experience in the Librarian I classification.

    MINIMUM QUALIFICATIONS

    TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW (I-III).

    EITHER I

    Education : Possession of a master's degree in library science.

    OR II

    Education : Possession of a bachelor's degree.

    AND

    Experience : The equivalent of eighteen (18) months of full-time experience as a Library Technician or higher-level library classification in the Alameda County Library system.

    OR III

    Education : Possession of a bachelor’s degree.

    AND

    Experience : The equivalent of two (2) years of full-time experience in a library performing paraprofessional duties.

    Special Requirements :

    • Employees in this classification may be required to work evenings and weekends.
    • Push carts full of heavy books and lift up to 35 lbs.

    KNOWLEDGE AND SKILLS

    The most suitably qualified candidates will possess the following competencies:

    Knowledge of :

    • Principles and practices of librarianship, including those for information retrieval, reference and reader’s advisory work, and cataloging.
    • Public library programs and their relationship to community needs.
    • Library outreach services.
    • Popular and evergreen reading materials and information sources in a variety of formats and genres.
    • Library business methods, procedures, and practices.


    Abilities :

    • Communicate effectively with the public and colleagues in person, online, in writing, and on the phone.
    • Speak about library materials and services to community groups of all ages.
    • Prepare proposals and reports for review.
    • Exercise interpersonal sensitivity while working with individuals of diverse backgrounds.
    • Classification and cataloging of library materials.
    • Develop expertise in troubleshooting common consumer technology and library technology issues.
    • Respond to occasional high-pressure situations.
    • Problem Solve.
    • Plan and organize work independently and collaboratively.


    EXAMINATION COMPONENTS

    THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

    A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. A pre-recorded virtual oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may contain situational exercises.

    Candidates must attain a qualifying rating on each portion of this recruitment.

    Alameda County, California, was established in 1853. The County was created from the territory of two counties created in 1850: Contra Costa and Santa Clara. It was given the local name for the region, Alameda, which translated loosely as "a grove of poplars." The County enjoys a varied geography ranging from urban marinas to rolling open spaces to hillside lakes and streams. Alameda is the seventh most populous county in California, and has 14 incorporated cities and several unincorporated communities.
