    Under minimal direction, this position provides operations-related evidence and expertise in support of regulatory compliance with requirements set forth by Electric Reliability Council of Texas (ERCOT), North American Electric Reliability Corporation (NERC), the Public Utility Commission of Texas (PUCT), and other regulatory bodies. Provides valued guidance and recommendations to appropriate stakeholders to ensure deliverables and assignments are implemented.

    Job Description:

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Provides evidence and expertise during internal and external mock audits, ERCOT inspections, and NERC audits.
    • Consults, communicates, and coordinates operational regulatory and compliance activities with Corporate Compliance on regulation requirement updates, audit schedules, incoming.
    • Requests for Information (RFI) and compliance results. Provides Corporate Compliance with evidence (data, records, reports, analyses, etc.), responds to audit inquires, and attends audit interviews as a subject matter expert.
    • Evaluates, analyzes, and implements compliance-related strategic activities, including training, for Austin Energy operational units.
    • Maintains schedule of upcoming compliance deadlines, communicates necessary measures to operational unit personnel, and supports maintenance activities, including predictive, preventative, and corrective maintenance programs.
    • Collects and collates evidence in preparation for summer and winter seasons, sends evidence documentation for management signatures, and transmits documentation to Corporate Compliance for attestation in time to meet seasonal deadlines.
    • Plans, leads, and coordinates operational unit efforts to ensure compliance through activities involving internal personnel and contractors to test, measure, and validate operating parameters.
    • Leads development and updating of operational unit procedures, maintains development records, and ensures procedures are approved.
    • Communicates with other operational unit teams on scheduling activities and receiving, analyzing, and retaining data for evidentiary purposes.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of NERC standards applicable to the operational unit.
    • Knowledge of ERCOT protocols and operating guides applicable to the operational unit.
    • Knowledge of PUCT requirements applicable to the operational unit.
    • Skill in presenting collected data in tables, pictures, and drawings using Adobe Acrobat, Microsoft Excel, PowerPoint, Word, and Outlook.
    • Skill in interpersonal communication and conflict resolution.
    • Skill in organizing and maintaining documentation, instructions, and written evidence.
    • Ability to influence without authority.
    • Ability to stand firm in commitment to safety and quality against outside pressures.
    • Ability to interpret standards and apply written requirements into operational-level policies, procedures, and documentation.
    • Ability to work independently, establishing processes and priorities.
    • Ability to track multiple concurrent projects and maintain control of resulting documentation.
    • Ability to communicate critical information to operators, technicians, engineers, managers, directors, and other relevant operational unit personnel.
    • Ability to create and maintain positive relationships with internal and external customers.


    Minimum Qualifications:

    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in Business, Engineering or in a field related to the job, plus four (4) years of energy industry, electric utility industry, and/or regulatory agency experience.
    • Relevant experience may substitute for education up to four (4) years.


    Preferred Qualifications:
    • Experience working at any of the following organizations: FERC, NERC, ERCOT, PUCT, Texas RE.
    • Experience working at any of the following: any RTO/ISO, any power plant, any utility that operates power plants.
    • Experience at conducting regulatory compliance audits or being audited.
    • Experience with: drafting and revising procedures: writing scopes of work; creating and conducting training presentations. *Experience with generators with a capacity greater than 25MW, combustion turbine generation, and/or combined cycle generation.
    • Familiarity with electrical laws and principles.
    • Intermediate proficiency or better with Microsoft Word, Excel, and Outlook.
    • Strong skill and experience with prioritizing work for multiple projects concurrently.


    Notes to Candidate:

    The Operations Compliance Coordinator for Sand Hill Energy Center (SHEC) is responsible for the overall compliance with federal and State regulations pertaining to the generation of electricity. The OCC stays current on the latest revisions of regulations from NERC, ERCOT, and the PUCT, as well as remaining current on electric utility best practices, and applies them to how SHEC operates. The OCC ensures that SHEC remains current and compliant with all such regulations at all times, and maintains the recorded evidence of that compliance. The OCC engages with plant personnel, other Austin Energy personnel, and even hires contractors as needed for all efforts necessary to maintain compliance.

    This position is physically located at Sand Hill Energy Center in Del Valle, which is a somewhat remote location and inaccessible via public transportation, and will sometimes require attendance at in-person meetings at other Austin Energy locations. Some remote work may be authorized, but the OCC is expected to be physically present at the power plant and provide their own transportation.

    This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

    Work Location: Sand Hill Energy Center, 1101 Fallwell Ln., Del Valle, TX 78617

    Work Hours: Monday through Friday 7:00 a.m. to 4:00 p.m.

    May work evenings, weekends or holiday to support the 24-hour Utility operations.

    Salary: $80,490 (min) to $102,200 (mid)

    This position will require a NERC Clearance.

    City Government
