    Job Description:

    Purpose:

    Under minimal direction, this position supervises staff and functions in one or more areas associated with energy market and operations.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Supervises staff and functions which may include wholesale energy marketing and dispatching, energy market systems development and implementation, wholesale market analysis, and energy risk management.
    • Supervises Qualified Scheduling Entity (QSE) trading and operations functions, including day-ahead, real-time and forward market activities.
    • Supervises staff participation in proposed ERCOT market design, rule making changes, and the development process.
    • Ensures compliance with ERCOT and NERC protocols and guides, and other applicable regulations.
    • Serves as representative of Austin Energy and the City of Austin to ERCOT, generation partners, resource owners, energy marketers, and energy industry counterparties.
    • Develops and implements policies, processes, procedures, and tools to support wholesale market operations.
    • Monitors and engages in wholesale market activities, including fuel purchasing and power marketing, and analyzes QSE bid/offer practices, fuel price forecasts, and market trends to minimize costs, maximize asset and resource value, and meet the operational needs of our resources.
    • Implements and evaluates programs such as generation dispatch and generation management systems, wholesale energy market analysis, energy risk management, fuel procurement, and power marketing.
    • Develops electric system generation simulations and production costing models.
    • Evaluates the economics of projects related to renewable energy conservation and other projects.
    • Develops technical specifications and standards, and reviews, analyzes, and interprets plans, specifications, and other related documents.
    • Manages and negotiates contracts, reviews progress reports, verifies final quantities and costs, reviews change orders, and audits as-built records.
    • Serves as liaison between consultants, contractors, manufacturers, suppliers, and the City of Austin with respect to energy market operations.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, evaluation, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of supervisory and management techniques.
    • Knowledge of ERCOT and NERC operating protocols and guidelines.
    • Knowledge of power plant and transmission system dispatch operations and power and fuel markets.
    • Knowledge of energy risk management practices.
    • Skill in the use, development, or support of software and equipment used to manage energy market operations.
    • Skill in effective oral and written communication.
    • Skill in analyzing data and the use of analytical software.
    • Ability to lead, train, and supervise subordinates.
    • Ability to work independently and in teams.


    Minimum Qualifications:

    • Graduation with a Bachelor’s degree from an accredited college or university, plus six (6) years of related work experience.
    • Master’s degree may substitute for experience up to one (1) year.
    • PhD may substitute for experience up to two (2) years.


    Preferred Qualifications:

    • Leadership experience across diverse technical areas within power market analysis.
    • In-depth knowledge of ERCOT wholesale market operations, including analysis of Locational Marginal Prices (LMPs) and congestion management.
    • Experience with modeling transmission systems, energy markets, and utility operations using security-constrained unit commitment and economic dispatch models (e.g., UPLAN, Aurora, PROMOD).
    • Proficiency in analytical software and programming languages such as R, Python, or other scripting languages, as well as business intelligence tools like Tableau or Microsoft Power BI.
    • Strong ability to prepare and deliver reports and presentations in a utility environment.


    Notes to Candidate:

    This position will take on supervisory responsibilities within ERCOT Market Analysis, including hiring, budget planning, team leadership and functional improvement.

    The role involves identifying Austin Energy’s market operational issues and requirements from a modeling, data, and ERCOT market perspective. It will focus on developing and integrating tools to deliver robust analysis and strategic recommendations that support critical decisions in market operations, congestion management, trading, and risk management within a fast-paced energy market environment.

    This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. Schedules may be modified, and employees may be reassigned to another area during extraordinary situations or emergency conditions to provide essential services.

    Work Location: 4815 Mueller Blvd., Austin, TX 78723

    Work Hours: Monday through Friday 8:00 a.m. to 5:00 p.m.

    May work evenings, weekends or holiday to support the 24-hour Utility operations.

    This position will require a NERC Clearance.

    City Government
