    Within ISD's central role in shepherding the County's investment in public infrastructure is its oversight and delivery of Construction & Capital Projects. As steward of the County's most critical infrastructure portfolios, ISD currently manages 171 active capital projects with a Total Project Cost Estimate of approximately $518 million, spanning deferred maintenance, modernization, expansion, and system replacement across County facilities.

    The various sections that drive this operationally rigorous area include: Facility Assessment & Planning, Program Controls, and Project Delivery I & II, which oversees project delivery from design through construction, as well as jurisdictional approvals, commissioning, turnover, and consultant and contractor management.

    The Opportunity:

    The Department is seeking a highly accomplished capital delivery executive to serve as Division Manager, Capital Projects. The Division Manager is a senior leader accountable for the planning, execution, financial management, and performance outcomes of ISD's Capital Projects Division. Reporting to a senior executive, this role requires strong executive level judgment, operational vigor, and the ability to drive change in a complex public-sector environment.

    The ideal candidate will be able to deftly provide both strategic and operational leadership for this critical division, overseeing construction project management activities from inception through closeout, across multiple capital initiatives.

    Essential Job Functions

    Provides executive leadership to approximately 50 internal staff and 25 contracted managers and project
    professionals, directing all aspects of capital planning, design, construction, deferred maintenance, and major
    system replacement projects.

    Oversees the full lifecycle of capital projects, ensuring delivery meets County standards for cost, schedule, quality,
    safety, regulatory compliance, and fiscal accountability.

    Leads continuous improvement in capital delivery practices, including project planning, estimating accuracy, value
    engineering, design management, and construction execution.

    Establishes and enforces strong program controls and performance management systems, with an emphasis on
    schedule reliability, cost predictability, consultant and contractor accountability, and transparent reporting.

    Directs facility assessment and asset lifecycle planning activities, applying industry standards (e.g., RSMeans) to
    support long-term capital planning, Total Cost of Ownership (TCO) analysis, and data-driven investment decisions.

    Oversees division budgeting, forecasting, billing, and cash-flow management, ensuring project funding availability,
    accurate encumbrances, and timely invoice processing in accordance with County policy.

    Manages the full contract lifecycle-from scope development and procurement through administration, closeout,
    and performance evaluation-while promoting competitive procurement and participation by small, local, and
    diverse businesses.

    Prepares and reviews Board-related materials, executive briefings, and project status reports; evaluates risks and
    issues, and recommends corrective actions to senior leadership and the Board of Supervisors.

    Builds strong working relationships with County departments, oversight entities, external agencies, and elected
    officials; regularly briefs executive leadership and Board offices.

    Leads organizational change initiatives, staffing strategies, workload alignment, and management systems
    improvements to increase efficiency, accountability, and service value.

    Acts on behalf of the senior executive in their absence.

    Requirements

    Requirements to Qualify:

    (You must POSSESS and CLEARLY EXPRESS detailed years' of experience performing relevant duties, related to the requirement below within your online job application under the "Experience" area and Supplemental Questionnaire.)

    Five years of project management* experience in construction functions, such as the planning, design, or construction of large and complex** buildings or infrastructure. T hree years of which must have included project management experience leading professional staff responsible for capital project***/program delivery****. This experience must include the oversight/management of a construction organization's scheduling, resource management, fiscal oversight, and programs or portfolios.

    LICENSE:
    A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    PHYSICAL CLASS:

    Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    SPECIAL REQUIREMENT INFORMATION:

    *Project Management is defined as individual responsible for making major recommendations and taking actions that gave a direct and substantial effect on the agency. Organizes, plans, implements and controls functions and programs; develop and implement policies, procedures, and guidelines. Directs and supervises staff through subordinate supervises. Measures performance and ensures accountability of staff and contracted resources to ensure quality, efficiency and customer service.

    **Large and complex is defined as managing capital construction or renovation programs with an annual operational budget of at least $35 million.

    ***Leading capital projects or program delivery in construction is defined as directing the planning, design, procurement, and execution of large-scale construction investments. To ensure they are delivered safely, on time, on budget, and in alignment with strategic objectives.

    ****Program Delivery is defined as the coordinated management and execution of multiple related projects to achieve overarching goals of each department, while controlling cost, schedule, quality, and risk.

    *****Enterprise Management is defined as the coordinated planning, organization, leadership, and control of an organization’s people, processes, resources, and technologies to achieve strategic objectives efficiently and effectively.

    ******Construction organization is defined as the structured arrangement and coordination of people, roles, resources, and processes involved in planning, executing, and controlling construction projects to ensure they are completed safely, on time, within budget, and to required quality standards.

    DESIRABLE QUALIFICATIONS:

    Additional credits will be given to applicants who possess the desirable qualifications as listed on the supplemental questionnaire.

    • Experience working for large public-sector organizations serving populations of 125,000 or more; experience leading the enterprise management***** of a construction organization******.
    • Bachelor's degree or higher in:
      • Construction Management,
      • Engineering,
      • Architecture,
      • or a closely related field.
    • Professional certifications such as:
      • Professional Engineer (PE),
      • Certified Construction Manager (CCM),
      • Project Management Professional (PMP), or
      • Program Management Professional (PgMP)

    Our Assessment Process:

    This examination will consist of an evaluation of training and experience based on application information, Desirable Qualifications, and supplemental questionnaire weighted at 100%. .

    Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible list.

    Final results will be sent via the email and provided in your government job profile. Test scores cannot be given over the phone.

    Eligibility Information:

    You will move through the assessment process and if you pass, we will place your results on an eligible list. We will then invite the highest scoring group to an interview. The list of everyone who passed is valid for twelve (12) months.

    Applications will be processed on an as-received basis and those receiving a passing score will be promulgated to the eligible list accordingly.

    No person may participate in this examination more than once every twelve (12) months.

    I f you are a veteran, you may be eligible for veteran’s credit, which is an additional 10% of the total points added to a passing score. We will need a copy of your form DD214 to review, so please include that with your application or email it to the exam analyst at Kirby@isd.lacounty.gov as soon as possible so, if you are eligible for veteran’s credit, we can include it before the list is available.
