    Under the general direction of the Director, the primary responsibility of the position is the administration of public health programs in accordance with state statutes and rules; investigate and control communicable disease and environmental health within the county; and provide oversight and supervision, training, consultation and support to public health staff.

    • Regularly and systematically collect, assemble, analyze and makes available information on the health of the community, including statistics on health status, community health needs and epidemiologic and other studies of health problems.
    • Develop public health policies and procedures for the community.
    • Involve key policymakers and the general public in determining a set of high priority public health services and assure access to these services to every member of the community.
    • Submit data, as requested, to the local public health data system established by the Department.
    • Provide administrative leadership and supervision to the public health program unit of the agency.
    • Coordinate section functions with other sections of the agency and provides information to the public.
    • Assist in planning necessary to ensure agency compliance with regulations and makes proactive recommendations to ensure continued compliance.
    • Submit reports to the State DOH as required.
    • Prepare public health information for Health and Human Services Board as requested by agency Director.
    • Participate on local coalitions to address county health needs and priorities.
    • Responsible for data integrity of public health records. Has "hands-on" knowledge of the various data systems (Intake, Client, Time Study, etc.) and understands relationships between client files and the accounting system; directs the work of unit staff in data entry and processing of information. Also knows how to access the various types of information available through the data system.
    • Provide public health program orientation and technical training. This is accomplished through orienting new hires to the public health service delivery system. Directly provides on-going training. Consistently provides clear, concise directives. Responds to training needs timely so staff are informed before being assigned work requiring specific knowledge. Creates a learning environment that encourages employee growth and self-confidence. Assures employees meet appropriate qualifications.
    • Participate effectively with other administrative staff in development and implementation of agency administrative policies to carry out the mission of the department. When requested by the agency Director, assists with the development and implementation of such policies and practices across other sections of the department.
    • Make consistent decisions following agency established policy and procedures.
    • Develop annual work plan, submitting to the Director with regular progress reports on the implementation of the plan.
    • Assist in identifying, developing, and maintaining resources within the agency and community to meet program needs. Monitor accountability and efficiency of service delivery through review of case records and statistical information.
    • Review monthly budget reports and discuss fiscal implications with Director. Participate in problem solving discussions to identify potential opportunities for revisions to allow section to stay within budget constraints. Demonstrate fiscal awareness in justifying future expenditures and keeping within budgetary constraints.
    • Work jointly and appropriately with other agencies such as schools, law enforcement, courts, community providers, area employers and their representative groups, and state agencies to improve working relationships, and to provide better and more coordinated services to clients.
    • Provide direct supervision to public health unit staff. Maintain schedules, provide for coverage over vacation and/or sick days, approve comp time, sick time, and vacation time ensuring adequate coverage for public health unit.
    • Hold individual work coordination sessions and performance conferences with public health staff. Provide direction on task completion and consistent feedback on work performance.
    • Review individual staff development/training opportunities/needs as requested by public health staff; submit timely recommendations for participation, including rationale for workshop selection.
    • Provide formal written evaluation of public health staff, utilizing the agency's standardized tool/procedure, based on adherence to statutes, policies, caseload standards, practice standards and methods on at least an annual basis.
    • Conduct data analysis to evaluate staff resources and identify future staffing needs during pre-budget process and interview and make hiring recommendations.
    • Attend unit meetings (at least monthly) to provide information to staff on new issues impacting the agency, new policy and procedures, and insight into the current social services climate of Barron County.
    • Participates in staff development/training activities to enhance supervision and program management skills as well as maintaining current knowledge base of public health standards and practices.
    • Perform other duties as assigned.


    • Graduation from an accredited college or university with a degree in Public Health, Environmental Health, Nursing, Physical or Biological Sciences or related field. Three to five years of experience in a public health agency. Administrative and supervisory experience. A Master's Degree is preferred.


    Any equivalent combination of training and experience, which provide the following knowledge, skills and abilities:
    • Knowledge of state public health statutes and rules, local regulations and ordinances, standards of community health, knowledge in environmental and epidemiological sciences, and communicable diseases.
    • Knowledge of current local and statewide social and economic issues and the way in which these issues affect families and individuals.
    • Knowledge of human behavior and the basic principles, practices and ethics of public health nursing.
    • Skills and experience in writing grant applications.
    • Ability to exercise effective administrative and management practices and procedures including budgeting and fiscal management, administration of public health programs, and supervision of personnel.
    • Ability to work with people, to facilitate groups to achieve a common goal, to exercise good judgment in appraising situations, making decisions, planning and directing work.
    • Ability to mediate and resolve conflict.
    • Ability to communicate effectively verbally and in writing.
    • Ability to operate a computer and other modern general office equipment.
    • Ability to handle records in a confidential manner.
    • Ability to strategize on macro-level topics and set realistic goals for obtainment.
    • Skilled in effective public speaking.
