    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION

    Under the direction of Personnel & Benefits Services Manager, this position performs journey level human resources management work to include administering or assisting in the administration of human resources management programs such as recruitment, selection, compensation, classification, employee relations/engagement, and/or benefits. Answers basic human resource questions and resolves routine issues. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

    Human Resources Customer Support:

    Responds to inquiries involving routine administrative rules, regulations, policies and procedures. Responsible for daily tasks and workflow of HR related duties. May process forms for new hires. May train agency staff on issues, rules, policies, and regulations related to human resources management. Assists and provides customer support to managers, employees, and division contacts on offer requests, new hire onboarding, offboarding, Employees' Retirement System (ERS) benefits administration (insurance/retirement), and other HR related business. Responsible for ensuring accuracy, revising, approval, and processing of personnel and benefits actions. Provides guidance and technical assistance on human resources policies, procedures, benefits, leave administration and other HR related information. Conducts benefits related presentations, virtually and in person. Assists Division in achieving agency compliance with state and federal laws and regulations.

    Human Resource Information Systems:

    Performs various data entry tasks in the CAPPS platform and other internal and external information systems. Processes insurance enrollment and changes in ERS Online. Conducts background and driver record checks. Verifies new hire eligibility to work in the United States. Manages new employee onboarding tasks. Processes new hires and separations in CAPPS. Assists with auditing, verifying, researching and resolving data discrepancies. Assists with various Time and Labor tasks, as needed. Assists in creating and/or maintaining logs, records, forms and documents, including employee master personnel files, new hire selection packets, benefits enrollment forms, etc. Maintains security controls over confidential and sensitive information. Assists with the periodic purging or archival of records as required.

    Other Department and Division Specific Job Duties:

    Assists with a variety of division assignments and projects such as the Agency Wellness Program, Employee Recognition Awards Program, Service and Retirement Awards, etc. May serve as backup to the HR front desk receptionist. Participates in training and professional development activities to enhance job knowledge, skills, and abilities. Maintains knowledge of agency practices and procedures and applicable laws.

    Performs additional duties as assigned. Complies with Agency, Division and Department rules, regulations, and procedures.



    Qualifications:

    GENERAL MINIMUM QUALIFICATIONS

    Education:

    Graduation from High School or GED.

    Experience:

    Two years of full-time Human Resources related experience.

    ACCEPTABLE SUBSTITUTIONS

    Experience:

    Graduation from a two-year institution with an Associate's Degree in Human Resources Management, Business Administration or related field may substitute for two years of the required Human Resources experience.

    PREFERRED QUALIFICATIONS

    Experience:

    Experience in performing Human Resources functions for a State of Texas Agency.

    Experience with Centralized Accounting and Payroll/Personnel System (CAPPS) HR and Recruit.

    Experience with Employees Retirement System (ERS) Online.

    Licensure:

    Current HRCI Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification OR SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification.

    GENERAL KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of the principles and practices of human resources management.

    Knowledge of human resources programs such as employment, compensation, classification, employee relations and engagement, benefits, workers' compensation, workforce planning, or organizational development.

    Knowledge of federal, state, and local laws and regulations governing human resources activities.

    Knowledge of Centralized Accounting Payroll/Personnel System (CAPPS).

    Skill in oral and written communication.

    Skill in using human resources-related applications.

    Skill in problem solving, prioritizing and handling multiple tasks.

    Skill in use of standard office equipment and software.

    Skill in using Microsoft Office Suite, Virtual meeting platforms (MS Teams, Zoom, Webex, etc) and/or Adobe products.

    Skill in identifying, researching and compiling information.

    Skill in effective verbal and written communication.

    Ability to explain policies and procedures to staff and the public.

    Ability to maintain confidential and sensitive information.

    Ability to develop and analyze human resources processes.

    Ability to establish and maintain effective working relationships with applicants, employees, and the public.

    Ability to communicate effectively.

    Ability to work independently with little or no supervision.

    WORKING CONDITIONS

    Required to work 40 hours per week.

    May be required to work overtime, holidays, weekends, and hours other than regularly scheduled with supervisor approval.

    May be required to operate a state vehicle.

    Required to travel 5% with possible overnight stays.

    Required to conform to dress and grooming standards, work rules and safety procedures.

    Required to follow non-smoking policy in all state buildings and vehicles.
