    POSITION OVERVIEW

    Workdays & Hours: Monday - Friday 8:00 am - 5:00 pm (Subject to change)


    PURPOSE OF DIVISION
    The purpose of the Houston Airports (HAS) Maintenance division is to effectively deliver self-performed, and contracted, maintenance services at each of the three HAS airports.

    PURPOSE OF THE POSITION
    The primary purpose of the Management Analyst IV is to administer, and manage, Contract Management related documentation on behalf of the HAS Maintenance Division. The position reports to the Contract Administration business unit but collaborates with all Maintenance business units and the Finance Division. The position supports the administration and maintenance of Contract Solicitation and Compliance Documentation to help assure the ongoing maintenance and improvement Maintenance Contract compliance, this position will also communicate, collaborate, and coordinate with the Strategic Purchasing Department, HAS Supply Chain Management Division, Infrastructure Division, Maintenance Division, customers, and stakeholders. This position will also serve as a liaison to effectively manage financial procedures and systems. Overall, this position will support the HAS Maintenance Division.

    The Management Analyst IV responsibilities of this position include, but are not limited to:
    • Develop and implement processes to facilitate Service Request Orders and Purchase Orders for goods and services for the HAS Maintenance Division.
    • Continuously ensure transparency and accuracy of all data reporting of budget and Contract spending statuses for the Business Unit by establishing and maintaining a repository while verifying all expenditures.
    • Serve as Subject Matter expert of Contract Compliance to provide guidance and support to Field Management, Vendors and other Stakeholders on Contractual requirements and deliverables.
    • Supervises, trains, and evaluates employees involved in evaluating, researching and analyzing financial and operating activities and procedures.
    • Coordinates, prepares and reviews financial and management reports, such as budget reviews and projections.
    • Reviews, research and surveys requests to assess operational improvements and implements revised management procedures.
    • Compiles and interprets statistical data in analyzing and assessing departmental operations, schedules, and long-range forecasting.
    • Provides systems development and maintenance to enhance functionality.
    • Coordinates systems user/support training.
    • Handles various special projects as assigned.
    WORKING CONDITIONS
    The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field closely related to the job.

    EXPERIENCE:
    Six years of professional experience in accounting, budget analysis, finance, public administration or a field closely related to the job are required.

    Substitutions: Experience cannot be substituted for the Bachelor’s degree requirement.
    A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.

    PREFERENCES

    • Supervisory Experience.
    • Verifiable Advanced Experience and/or Certifications with producing complex documentation and financial reports.
    • SAP experience .

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
