GENERAL DESCRIPTION :
Under the direction of the Inland Fisheries Deputy Division Director, position performs advanced (senior-level) managerial work administering the daily operations and activities of an agency's business function, division, or department. Responsible for providing leadership, personnel management, budget administration, operational and strategic planning, and program delivery for the freshwater fish hatchery system, consisting of the A.E. Wood State Fish Hatchery (San Marcos), Dundee State Fish Hatchery (Electra), John D. Parker East Texas Fish Hatchery (Brookeland), Possum Kingdom State Fish Hatchery (Graham), Analytical Services Laboratory (San Marcos), the fish hatchery component of the Texas Freshwater Fisheries Center (Athens), and the fish hatchery component of the Heart of the Hills Fisheries Science Center (Mountain Home). Provides administrative support and direct supervision of fish hatchery managers, performs planning and administration of the hatchery system budget, and performs program planning and delivery of statewide fish culture and stocking programs, which produce and stock 12 to 15 million sport fish in over 400 waterbodies annually. Administers fish production and stocking programs for a variety of species including Largemouth Bass, Guadalupe Bass, Smallmouth Bass, Striped Bass, White Bass, Channel Catfish, Blue Catfish, Walleye, Rainbow Trout, Bluegill, forage species, and native freshwater species recognized as State Threatened, State Endangered, and/or Species of Greatest Conservation Need. Provides administrative oversight and support, assembles annual fish production assignments, coordinates and conducts annual program evaluations, and facilitates and enables applied research to continually enhance program efficiencies and effectiveness. Monitors, coordinates, facilitates, and manages construction, renovation, enhancement, repair, or replacement of equipment and facilities, including serving as subject matter expert and project manager for capital construction and repair projects. Provides leadership for hatchery staff and coordinates closely with the Deputy Division Director, Division Director, Division Budget Manager, other regional/program directors, and other internal and external stakeholders to achieve Division and Agency goals and priorities. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency and Division rules, regulations, and procedures.
Qualifications: MINIMUM QUALIFICATIONS :
Education :
Graduation from an accredited college or university with a bachelor's OR higher degree in fisheries or natural resource science with substantial coursework in fisheries or in a related social or economic field.
Experience :
Five years of experience of a progressively responsible nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management;
Three years of experience supervising positions or leading teams.
NOTE: Experience may have occurred concurrently.
Licensure :
Must possess or be able to obtain, within 30 days of employment, a valid State driver's license.
NOTE: Retention of position contingent upon obtaining and maintaining required license.
ACCEPTABLE SUBSTITUTIONS :
Experience :
Graduation from an accredited college or university with a Master's degree in a fisheries or closely related natural resource science field may substitute for one year of required experience in a progressively responsible nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management. Substitution does not apply to the three years of supervisory experience.
Graduation from an accredited college or university with a Ph.D. in a fisheries or a closely related natural resource science field may substitute for two years of required experience in a progressively responsible nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management. Substitution does not apply to the three years of supervisory experience.

Education :
Graduation from an accredited college or university with a Master's degree in fisheries science, aquaculture, fisheries management, aquatic ecology, natural resources management, or closely related field.
Experience :
Five years of governmental supervisory experience of a progressive nature in fisheries management, fish culture, fisheries-related data analysis, research, planning, program or policy development and/or field-executed management.
Five years of experience in developing and managing budgets.
Five years of experience in working with varied constituent groups.
Direct experience interacting with Commissions, Boards, Committees, Advisory Groups, Legislature, and regulatory agencies.
KNOWLEDGE, SKILLS AND ABILITIES :
Knowledge of fish culture techniques for warmwater and cold-water species.
Knowledge of fisheries management, freshwater ecosystems, fish culture, and fisheries policy issues.
Knowledge of relevant laws, theory, and practices of fisheries science.
Skill in using MS Word, Excel, PowerPoint, and Outlook.

Skill in logistics, planning, and implementation of fisheries management and fish culture programs.

WORKING CONDITIONS :
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.
Required to work on holidays, weekends, and hours other than 8:00 a.m. to 5:00 p.m. as necessary.
Required to travel 15% with possible overnight stays.
Required to operate a state vehicle.
Must conform to TPWD dress and grooming standards, work rules and safety procedures.
