    The Job

    This recruitment is only open to current San Bernardino County, San Bernardino County Fire Protection District, or Special District employees who hold a regular, intern, contract, extra-help, recurrent, Public Service Employee, or Work Experience Program (WEX) position. Former PSE, WEX, or interns are eligible to apply up to 6 months from the end of their assignment.

    The Human Services Personnel Division is seeking a Payroll Quality Assurance Analyst to serve as a key resource in supporting accurate, efficient, and compliant payroll operations. This role is responsible for planning, coordinating, and performing a variety of highly complex administrative, operational, research, and analytical duties related to payroll and personnel functions. The Analyst will conduct in-depth research, analysis, and audits of payroll processes, provide expert guidance and recommendations to management on payroll and department-wide operational matters, and serve in a lead capacity by assigning and reviewing the work of staff.

    Primary duties may include but are not limited to:
    • Monitoring payroll operations to ensure compliance with established policies and procedures.
    • Researching, evaluating, and resolving payroll issues and implementing corrective actions.
    • Generating and preparing reports and specialized queries for management and audit purposes.
    • Completing analyses, identifying process improvements, and implementing enhancements to payroll practices.
    • Maintaining records, tracking outcomes, and ensuring accurate documentation.
    • Attending and conducting meetings as needed.
    • Serving as a primary point of contact for payroll-related matters.
    • Planning and conducting training sessions for staff.
    • Assisting with the analysis and implementation of payroll processes.

    CONDITIONS OF EMPLOYMENT

    • Travel: Travel throughout the County may be required and employees will be required to make provisions for such transportation.

    Minimum Requirements

    This position requires both education and experience :

    REQUIRED EXPERIENCE (must meet one of the following options) :

    Option 1

    Eighteen (18) months of full-time equivalent professional level administrative experience performing compliance duties as the primary job function in the areas of payroll, personnel management, budget/fiscal management, financial analysis and/or accounting.

    Option 2

    Two (2) years of full-time equivalent professional level administrative experience performing analytical duties as a primary job function in a combination of areas that include: payroll, personnel management, background check process, applicant tracking systems; budget/fiscal management, financial analysis and/or accounting; special projects coordination; data/ statistical analysis and reporting; and/or organizational/staffing analysis.

    Option 3

    Two (2) years of experience as a Staff Analyst II Trainee in San Bernardino County.

    REQUIRED EDUCATION (must meet one of the following options) :

    Option 1

    Bachelor's degree in public/business administration, behavioral/social science, accounting/finance or other relevant field of study .

    Option 2

    Associate’s degree in public/business administration, behavioral/social science, accounting/finance or other relevant field of study
    -AND-

    Additional Experience:

    Two (2) years of full-time equivalent professional experience* supporting management or professional level administrative services staff in any of the following areas: payroll processes, budget preparation/monitoring, fiscal/accounting functions; research and analytical studies; organizational studies; data/ statistical analysis and reporting; organizational/operational/staffing analysis; and/or personnel management.

    * The 2 years of experience used to qualify under Education Option 2 will be treated as a substitution for the Bachelor’s degree and will not count towards any of the three options under the Required Experience.

    Important Notes Regarding Qualifying Education and Experience:
    Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education (must be attached if applicable). General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.

    The ideal candidate will be a self-motivated professional and a collaborative team player with the ability to perform complex, sensitive, and detailed administrative and analytical work. This individual will exercise independent judgment and initiative to make sound decisions, develop effective solutions, and consistently meet deadlines in a fast-paced environment.

    Essential knowledge, skills, and abilities include:
    • Strong knowledge of the principles and practices of public administration, particularly as they apply to organizational procedures, payroll operations, and budget preparation and administration.
    • Proven ability to conduct in-depth research, analyze and interpret complex data, identify options, and provide clear, actionable recommendations.
    • Excellent written and verbal communication skills, including the ability to prepare accurate reports and effectively present information to employees, management, and other departments.
    • Experience with EMACS, SmartHire (or other background check process systems), applicant tracking systems, Microsoft Word, and Excel is highly desirable.
    • Strong problem-solving skills with the ability to identify and resolve payroll issues, analyze trends, and recommend process improvements.
    • Highly organized with the ability to manage multiple priorities, balance competing deadlines, and maintain accuracy and attention to detail in a high-volume setting.
    • Demonstrated experience in research, analysis, project coordination, and stakeholder engagement.
    • Experience implementing new policies and procedures
