The Position GIS Analysts are responsible for designing, implementing, supporting and administering all aspects of a department's and/or division's enterprise geographic information system.
The GIS Analyst II plays a vital role at the Nevada Office of Emergency Management (OEM), supporting statewide planning, response, and recovery through advanced geospatial analysis, mapping, and data management. This position ensures accurate, secure, and accessible geospatial information while providing technical expertise to OEM staff, local emergency managers, and partner agencies. Responsibilities include designing and maintaining GIS databases and applications, conducting rigorous data accuracy checks with a target accuracy rate of 95%, and integrating new technologies to improve operational efficiency by at least 15% annually.
The GIS Analyst II supports emergency operations by rapidly producing situational awareness products, incident maps, and geospatial analyses to inform decision-making. The role also includes leading a minimum of two GIS or WebEOC training sessions per year, with a goal of exceeding expectations through high-quality instruction and participant feedback. Collaboration is key, as the analyst works closely with internal staff and external partners to ensure data consistency and effective communication. Success in this role requires strong problem-solving skills, the ability to work independently, and a commitment to high productivity and professional standards. The incumbent must proactively identify operational gaps, recommend improvements, and build strong relationships through teamwork and clear communication. Sound judgment and the ability to act decisively in high-pressure or politically sensitive situations are essential. This position demands advanced GIS expertise and the flexibility to respond during emergencies. Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in geographic information systems, geography, cartography, computer information systems, or a closely related field and two years of professional GIS experience which included GIS/GPS data collection, analysis and validation; GIS software application development; and/or cartographic design; OR an Associate's degree from an accredited college or university in geographic information systems, geography, cartography, computer information systems, or a closely related field and three years of professional GIS experience as described above; OR graduation from high school or equivalent education and four years of professional GIS experience as described above; OR one year of experience as a GIS Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above. Additional Position Criteria Experience working in emergency operations or public safety centers is required. Experience with ESRI/ArcGIS is required.
