    Vacation & Sick Leave

    At the City of Buckeye, we understand the vital role that vacation time plays in supporting the mental, physical, and emotional well-being of our employees. Vacation and sick leave accruals begin on the first day of employment and may be used upon accrual. Additionally, employees receive credit towards vacation leave accruals for years of service with other public sector retirement systems nationwide (not including Federal service).

    Holidays

    The City of Buckeye observes eleven holidays per year: New Years Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veteran's Day, Thanksgiving and the day after Thanksgiving, and Christmas Day.

    Retirement
    This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and the current contribution rate is 12.27%, per fiscal year.

    GENERAL PURPOSE: Under general supervision, performs difficult professional and intermediate administrative work managing the design and construction of Capital Improvement Program (CIP) projects; the development and implementation of service and construction contracts and the development of comprehensive construction documents. Work involves considerable interaction with higher-level City management, administrators, real estate professionals, departments from projects submitted, and applicable internal stakeholders, outside local, state, and federal agencies, and engineering, estimation, and construction firms working on the Project Manager (PMs) projects. Most of the work is performed independently but under the general supervision of the assigned department.

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    • Responsible for delivering CIP projects on time and within budget to meet the expectations of leadership.
    • Provide technical input and direction during the Annual budget planning process to develop multi-year comprehensive project scope, schedule, and budgets for each CIP project.
    • Implement and project manage the delivery of assigned CIP projects from conceptual design through project closeout, while utilizing the cities project management software system.
    • Prepare and maintain detailed records and files for each project managed.
    • Analyze and prepare written reports on project performance using project management techniques.
    • Develop project cost estimates/projections, schedules, workplans, and budgets.
    • Coordinate, direct, and manage relationships with engineers, customers, vendors, outside agencies, departmental/city employees to assess project needs.
    • Review plans, specifications, technical reports, and construction cost estimates provided by engineering consultants for compliance with City/industry standards.
    • Coordinate City review of contractor shop drawings.
    • Coordinate with adjacent projects to ensure CIP projects are aligned.
    • Project Manage and coordinate with City/consultants, contractors, and inspectors assigned to capital improvement projects.
    • Coordinate with inspectors that oversee safety procedures at construction sites.
    • Conduct meetings with internal, external stakeholders and those under contract with the city on each CIP Project.
    • Negotiate with engineers and contractors on contracts and change orders.
    • Prepare change order requests for leadership consideration.
    • Review and approve engineer and construction contractor project pay requests. Maintain schedule/progress records and track project budget expenditures to remain within authorized amounts.
    • Coordinate with the City assigned inspectors and attend bi-weekly construction meetings as necessary.
    • Coordinate with the City Inspector to maintain inspection records, permits, plans and related construction documentation on file for each project.
    • Receive and respond appropriately to customer inquiries and complaints.
    • Manage resolution of complex customer service issues requiring interdepartmental, interdivisional and/or inter-governmental coordination.
    • Works closely with administration staff for support and project tracking.
    • Provide at least bi-weekly project status updates to submitting department representatives.
    • Attend monthly leadership meetings and provide CIP Project updates on assigned projects.
    • Performs other duties as assigned.

    MINIMUM QUALIFICATIONS:

    Education and Experience: Bachelor’s degree in Engineering, Construction Management, Project Management or closely related field from an accredited college or university. 5+ years’ experience in project management in public works related infrastructure such as sanitary sewer collection systems, water distribution systems, stormwater sewer collection systems, transportation systems, pump stations, water production plants, wastewater plants, information technology infrastructure, airport, police, fire, parks and recreation facilities or related infrastructure.; OR and equivalent combination of education and experience.

    Preferred: A Project Management Professional (PMP) certification or ability to obtain certification within 1 year; Certified Construction Manager (CCM) certification or equivalent, or ability to obtain within 1 year; Registered Architect or ability to obtain within 1 year; Professional Engineer (PE) or ability to obtain within 1 year.

    Necessary Knowledge, Skills and Abilities:

    Knowledge of:
    • Design and Construction practices, techniques, materials, equipment, cost estimates, and budgets relating to public works, utilities, and civil and structural work.
    • Engineering plans, specifications and drawings.
    • City and state procurement policies and procedures.
    • Principles and practices of project management.

    Skill in:
    • Project Management
    • Project development, scheduling, monitoring, and control systems.
    • Setting priorities, planning, assigning, training, and supervising the work of others.
    • Interpreting technical documents and map specifications.
    • Collecting, tabulating, organizing, evaluating, analyzing and presenting data and information.
    • Operating a personal computer utilizing a variety of business software.

    Ability to:
    • Read and interpret plans, specifications and construction documents and compare them with various aspects of construction.
    • Identify errors in design and non-compliance on construction projects.
    • Communicate effectively, both orally and in writing.
    • Establish and maintain effective working relationships with other employees, City officials, contractors, property owners, outside agencies, internal/external stakeholders, and others.
    • Maintain accurate records.
    • Work effectively with others as part of a specially assigned team or in conjunction with a work group.
    • Prepare and monitor project budgets and expenditures.
    • Maintain delivery schedules.
    • Explain information in a clear and understandable manner to non-technical people.

    12 Month Goals:

    • Learn and demonstrate an understanding of the citywide Mission, Vision, Values, and the Water Resource Department's Mission and Vision statements.
    • Complete mandatory safety and other required training evidenced by certificates of completed training.
    • Demonstrate knowledge and understanding of the City's Engineering Design Standards, Standard Details, MAG Standard Details and Specifications, the Water Master Plan, and other related documents used in the typical engineering and entitlement reviews through successful and timely completion of assigned project reviews.
    • Be confident in the ability to represent the department at internal and external meetings, ensuring adherence to the Water Resources Master Plan, Design Guidelines and standards, CIP budget and schedule, and procurement standards.
    • Demonstrate the ability to oversee the design and construction of water and wastewater capital improvement projects assigned by ensuring project tasks are on schedule and within budget.
    • Exhibit high level of customer service when providing technical guidance and expertise to other departments, developers, consultants, contractors, and citizens.
    • Demonstrate the ability to coordinate and manage the water and wastewater master planning update, working with staff and the consultant to ensure the project is on schedule and within budget.

    Special Requirements: Possession of an Arizona Driver’s License.

    Physical Demands / Work Environment: This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, kneeling, crouching, reaching, standing, walking, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, noise, hazards, and atmospheric conditions.

    Reports To: Department Director or designee

    Supervision Exercised: Manages consultants and contractors under contract with the City and may supervise professional, technical, and administrative staff.
