    POSITION OVERVIEW

    PURPOSE OF DIVISION

    Airside Operations of responsible for functionality and safety of the Air Operations Area (AOA) by maintain compliance with FAA regulations to ensure the airport retains its operating certificate. Airside Operations monitors stakeholders for compliance with federal regulations as well as HAS operating instructions. Through joint coordination and communication with all airport groups and stakeholders, the team effectively responds to, and coordinates incident and emergencies by implementing appropriate procedures, collaboration with first responders, and analyzing and taking appropriate action to assure continuity of service, operations, and airport services during all incidents and emergencies.

    PURPOSE OF POSITION

    To serve as a leader in Airside Operations who maintains a safe and secure airport environment by supervising airside functions to include airport operations and tenant area inspections, managing operational and emergency activities, and facilitate emergency exercises, testing, and Title 14 Code Federal Regulations (CFR), Part 139 (14 CFR Part 139) program training. Maintain efficiencies and safety, help employees to become experts in their job functions.

    The Staff Analyst- Airside Training is the primary point of contact for all FAA required training including initial training, recurrent training, movement area training for internal and external stakeholders. This person will develop curricula, trains, and tests subordinate personnel to meet FAR 139 requirements; interprets instructions and specifications; provides guidance, reviews, and evaluates training assessments of section personnel. Maintains training liaison with airline training departments & operations, FAA Control Tower, and other units of the Aviation Department. Assists with scheduling, supervision, and evaluation of work as a manager or the equivalent over the first-line supervisors ( and non-supervisors, if applicable ).

    The responsibilities of the Staff Analyst include, but are not limited to:
    • Oversee various projects as needed and provide updates to management as needed.
    • Manages the scheduling and coordination of operations; maintains expenditures to ensure compliance with approved budget limitations.
    • Plans, executes, and monitors work assignments consistent with prescribed policies, rules, and regulations.
    • Conducts audits of operational activity and airport facilities/ construction areas on and near the AOA (Airport Operation Area) to evaluate team performance in maintaining compliance as it pertains to policy, procedures and regulatory requirements.
    • Manages the response to aircraft emergencies, Hazardous Material incidents and medical emergencies in accordance with the Airport Emergency Plan through coordination with other internal divisions and external agencies to ensure compliance with federal, state and local regulations using the National Incident Management System framework.
    • Initiates and disseminates NOTAMs (Notices to Airmen) per AC 150/5200-28 and Federal Aviation Administration (FAA) JO (Job Order) 7930.2 to meet federal requirements.
    • Oversees wildlife hazard management activities through coordination with the staff United States Department of Agriculture (USDA) wildlife biologist to reduce and mitigate wildlife hazards on and near the airport.
    • Manage the Airport Certification Manual to include ensuring compliance of the regulatory documents per 14 CFR Part 139 subpart C.
    • Manage the Airport Emergency Plan to include ensuring compliance of the regulatory documents per AC 150/5200-31.
    • Develops and facilitates periodic tabletop and full-scale emergency exercises and tests the response of resources to ensures compliance with the airport certification manual and airport emergency plan and 14 CFR Part 139.325.
    • Initiates communications with airlines, tenants and airport personnel to resolve problems pertaining to airside operations and to explain airport policy and lease provisions.
    • Manages materials usage and monitors inventory system and stock levels as required to assure adequate supply of critical items. Under direction, is responsible for establishing procedures to ensure proper care, control and use of tools and supplies.
    • Prepares annual budget request for the branch; monitors expenditures to ensure compliance within approved budget limitations.
    • Maintains liaison with airline operations, FAA Control Tower, FBO's tenant, and other units of the Aviation Department.
    • Provides data input and recommendations pertinent to rules, regulations and policies affecting the operations and functions of the section.
    • Performs TSA 1520/1542 security inspections and responds to security incidents.
    • Contributes to the team effort by completing projects and performing other related duties as assigned to enhance safety, security and productivity.
    • Creates, implements and enforces operating rules, regulations, standards and procedures to ensure airport safety.

    WORKING CONDITIONS
    The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions. Requires the ability to make simple gross motor responses within large tolerances.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor’s degree in Business Administration, Public Administration, or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.

    EXPERIENCE REQUIREMENTS
    Three years of professional administrative, financial, or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS
    None

    PREFERENCES

    Candidates with a B achelor's degree in Aviation Management, Aeronautics, Airway Science is preferred for this role.

    Preference will be given to applicants with considerable knowledge of airport airside operations. Ability to communicate diplomatically and effectively, often in tense situations, with all levels of internal and external customers. Experience with MS Office suite is a plus. Knowledge of 150 Series ACs, 14 CFR Part 139 and NFPA regulations are highly desired.
    • Previous 139 experience at a medium or large hub airport
    • Air traffic control or experience communicating over air/ground radios
    • Operating on the movement area of an airport
    • AAAE certifications, and/or FAA certified pilot license
    • Experience in handling aircraft emergencies and wildlife mitigation.
    • Experience in FAR part 139 training and record keeping.
    • Must be able to work all shifts, on holidays and weekends.
    • Candidates that possess a driver's license is also preferred for this role.
