DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONSThe Houston Health Department is seeking a dynamic and skilled professional to serve as a Management Analyst III, responsible for the following core functions:
CORE JOB DUTIES FOR MANAGEMENT ANALYST III: - Liaison Role: Serve as a key liaison between departments, divisions, and bureaus, focusing on activities related to the Electronic Health Record (EHR), reporting, and clinic operations.
- Project Oversight: Plan, develop, assign, monitor, and manage departmental operations across multiple sites. Assess and report on project progress, addressing dependencies, risks, and issues while providing actionable recommendations to leadership.
- Data Analysis: Track, analyze, and report on operational performance. Prepare monthly operations reports and evaluate data trends against departmental objectives, aligning with divisional and bureau goals.
- Process and Procedure Development: Assist in the creation, revisions, improvements and implementation of managerial and operational procedures, policies and systems to enhance efficiency and effectiveness.
- Training and Support: Provide comprehensive EPIC training and support to over 500 users within the Houston Health Department.
- Statistical Reporting: Compile and interpret statistical and graphical data related to departmental operations and performance metrics.
- Process Improvement: Lead process improvement initiatives within public health services to enhance operational outcomes.
- Proactively identifies and addresses issues or challenges with limited instruction or supervision.
- Special Projects: Participate in special projects and other duties as assigned to meet the department's evolving needs.

MINIMUM REQUIREMENTSEDUCATION REQUIREMENTS Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.
EXPERIENCE REQUIREMENTS
Four (4) years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.
Substitutions: Experience
cannot be substituted for the Bachelor’s degree requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requireme nt.

SALARY INFORMATION GENERAL FUND POSITION
Grants & Special fund positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
