    Job Description:

    Purpose:

    IT Data Analyst Seniors are responsible for leading identification, capture, analysis, and management of City IT and department data. Through data conceptualization, modeling, and presentation, IT Data Analyst Seniors lead City departments and leaderships to answer questions and solve pressing City problems. Additionally, this position empowers end-users to use data in their decision-making process through education, innovative dashboards, relevant data representation, and through development of new services / products / solutions for users.

    Duties, Functions and Responsibilities:
    • Designs, creates, and maintains relational databases and data systems.
    • Collaborates with City IT analysts to identify data issues and prioritize improvements.
    • Informs solution design and improvements to meet data quality goals.
    • Leads and oversees data classification and data-mining activities to enable more accurate analysis.
    • Determines necessary actions required to generate and publishes open data on the City’s open data portal.
    • Creates data visualizations and reports to present to audiences using presentation tools.
    • Creates standards and patterns for data distribution and retention.
    • Implements statistical models to identify and reveal trends, patterns, and relationships in data to provide guidance to others for decision making processes.
    • Enables access to City and external data sources.
    • Suggests analytics opportunities and best practices.
    • Contributes to management of central data stores and metadata to establish quality expectations.
    • Identifies opportunities to increase data quality, including automation and data entry procedural training.
    • Creates and implements techniques for data collection, accuracy and management.


    Responsibilities - Supervisor and/or Leadership Exercised:

    May provide leadership, work assignments, evaluation, training, and guidance to others.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of data integration tools, data management architectures such as Data Warehouse, Data Lake, Data Hub Management, and data exploration techniques (binning, pivoting, summarizing, and finding correlations).
    • Knowledge of analytics, visualization and business intelligence tools.
    • Knowledge of data structures, patterns and data models and related industry-standard methodologies.
    • Knowledge of Source-to-Target Mapping, Extract-Transform-Load (ETL) processing and Change Data Capture (CDC) concepts.
    • Knowledge of statistical software, database queries and programming languages (e.g., Java, C++, Scala, SQL, Hive, Python and R), XML, JSON and XSD’s.
    • Knowledge of Big Data concepts, frameworks, products, and tools.
    • Knowledge of data models and structures as well as database design tools (e.g., Visio, SQL, tec.)
    • Skill in data modeling, database and data management, SQL coding, data warehousing, reporting, data warehousing, relational databases, and data integrity skills.
    • Skill in data analysis, data visualization, data mining, reporting, and data integrity skills.
    • Ability to clearly communicate technical concepts with clients to increase their understanding of their operations.
    • Ability to consider and incorporate the implications of analysis into recommendations for business decisions.
    • Ability to see the big picture and make decisions based on strategy and value delivered.
    • Ability to turn data insights into recommendations for both clients and internal stakeholders based on context.
    • Ability to adhere to required compliance to all change management policies and procedures.
    • Ability to adhere to required compliance to all information security policies and procedures.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the job plus four (4) years of experience.
    • Experience may substitute for education for up to (4) years.


    Licenses and Certifications Required:

    None.

    Preferred Qualifications:
    • Experience with relational and modern data systems.
    • Knowledge of data governance and quality management.
    • Hands-on experience using cloud-based platforms and services (e.g., Azure Data Lake, AWS, or Google Cloud) for scalable and secure data.
    • Advanced skills in programming languages such as Python, R, or SQL.
    • Strong ability using visualization platforms such as Power BI, Tableau.
    • Experience with data integration and ETL processes.
    • Experience leading data-related projects.
    • Advanced knowledge of data modeling tools such as Visio, ER/Studio.

The successful candidate will contribute their expertise and insights to further elevate Austin Energy’s data management capabilities and advance our organization’s data-driven initiatives.

    Essential duties / functions, may include (but not limited to) the following:
    • Perform advanced data analysis to extract actionable insights.
    • Utilize statistical analysis and data mining techniques.
    • Design, create, and maintain relational databases and data systems.
    • Develop and maintain data models to support data analysis.
    • Create interactive data visualizations and dashboards BI using tools.
    • Lead data profiling and cleansing efforts to ensure high data quality.
    • Implement and use statistical models to identify data trends / patterns.
    • Conduct predictive analysis to support strategic decision-making.
    • Lead and manage data-related projects, ensuring timely project delivery.
    • Create data visualizations and reports to present findings.


    Pay Range: Entry: $80,490.00 - Mid: $102,200.00

    Schedule: Monday - Friday: 8:00AM - 5:00PM - 40 Hour Work Week (Additional work hours may be required to support the 24-hour Utility operations, which may include evenings, weekends, holidays, inclement weather and emergency closures).

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government.
