The Division of Behavioral Health is seeking an Accountant Manager for Central Office domiciled in Jefferson City, Missouri. This position reports to the Deputy Director of Administration.
The base salary offered for this position is up to $111,912.00 annually, commensurate with education and experience. If the selected candidate is eligible for a pay differential, such as retention pay, the total salary may exceed what is listed in this posting.
- Be responsible for submission of annual budget requests for the division. This requires:
- Coordination of the core and program forms, to be updated annually with varying program and management staff.
- Responsiblity for oversight of the fiscal reporting on the forms.
- A ssisting in the writing of new decision items, to include the fiscal development as well as creation of the supplemental decision items.
- Coordination and responding to any legislative requests regarding budget including requests regarding both community services or state operated facilities.
- Acting as liaison with DMH administrative staff related to budget requests
- Coordination of new funding implementation with program, system, research and other fiscal staff.
- Updating all historical budget documents.
- Analyze revenue received to determine increase or decrease in revenues and adjustments in spending.
- Analyze and oversee expenditures to determine spend trends, including tracking spend plans and adjusting payroll coding throughout the fiscal year.
- Oversee fiscal year end processes.
- Oversight of MOVERS project within DBH.
- Oversight of all the divisions expense and equipment (EE) requests which will include staff expense accounts; ensure all the division’s EE appropriations are expended accurately and within house bill intent and invoices are coded with appropriate coding. analyze and oversee spending trends to ensure funding is sustained for the entire fiscal year.
- Design and guide interpretation of reports for management decision making.
- Participating in the development of improved procedures and controls.
- Lead and oversee fiscal projects and quality improvement activities.
- Experience using a Microsoft Windows Operating system
- Proficiency with Microsoft Excel
- Experience with Medicaid
- Experience with the State of Missouri budget process
- Experience with MOVERS
- Ability to analyze financials and alert Senior division management of outliers.
