    Job Description:

    Purpose:

    Under general direction, this position is responsible for management of staff involved in the planning, development and delivery of advertising, promotion and communication efforts for all the products and services provided by Austin Energy.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Manages marketing and advertising campaign development, staff workload, vendor contracts, and advertising agency relations.
    • Manages Marketing Communications staff. Provides leadership and oversight; responsible for planning, communications, and coordination within Marketing Communications.
    • Ensures successful product service launches; supports with successful marketing communication approach and within budgeted guidelines.
    • Manages or assists community outreach events planning and execution including, but not limited to, public relations, customer education and information, and community event support, and sponsorship.
    • Manages design staff; leads, monitors, and quality assures artistic and creative processes supporting the Utilities marketing, materials/documents, presentations, and outreach.
    • Supports the Utilities’ social media program. Bears responsibility for integration of web and social media with marketing campaigns and outreach efforts.
    • Bears responsibility for the overall management of major special events including, but not limited to planning, allocation of staff resources, judging, recruiting, and scheduling.
    • Manages program contracts for advertising, marketing, design, and reproduction/printing.
    • Manages photography and video production needs to support marketing and internal communications.
    • Bears responsibility for use of corporate image, logo, and graphics presentations in sales and/or marketing materials such as brochures, direct mail advertising, billboards, and other marketing communications vehicles.
    • Serves as liaison for requests for use of Utility facilities by creative industries (e.g., film, video and photograph).
    • Works closely with requestor, facility/plant managers, security, and legal to establish feasibility of request, from conception to execution of project.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, work management, evaluation, counseling, and recommendation for dismissal.

    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of marketing service communication standards and practices.
    • Knowledge of product and service planning, development and launch.
    • Knowledge of graphics, copy quality development, and print production process.
    • Knowledge of computer software necessary for graphics design.
    • Knowledge of fiscal planning and budget preparation.
    • Knowledge of supervisory and managerial techniques and principles.
    • Knowledge of the electric utility industry.
    • Skill in planning, organizing, and time management.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and setting priorities.
    • Skill in using computers and related software applications.
    • Ability to work with frequent interruptions and changes in priorities.
    • Ability to train others.
    • Ability to quickly recognize and analyze irregular events.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to Business, Marketing, or Advertising, plus five (5) years of experience in a field related to the job, including two (2) years of experience which were in a supervisory or lead capacity.

    • Experience may substitute for the education up to the maximum of four (4) years.
    • Education may substitute for experience up to two (2) years.


    Responsibilities - Supervisor and/or Leadership Exercised:

    Responsible for the full range of supervisory activities including selection, training, work management, evaluation, counseling, and recommendation for dismissal.

    Preferred Qualifications:
    • Progressive experience in marketing, communications, or public affairs, preferably within a utility, government or regulated industry.
    • Supervisory experience managing marketing communications, creative or customer experience teams.
    • Experience coordinating communications during emergency operations activations or crisis events.
    • Experience analyzing customer touchpoints to ensure consistent and seamless experiences across programs, services, and communication channels.
    • Experience developing and implementing customer journey mapping initiatives to identify customer pain points, needs and opportunities for improvement.


    Notes to Candidate:

    The Utility Marketing Service Manager leads the development and execution of marketing and communications strategies to support utility services and customer programs. This position will oversee a team of about ten staff members, including directly supervising the managers who oversee the marketing communications consultants and digital designers, and staff responsible for the utility's advertising budget and contract work. In this role, this person will lead the efforts to deliver effective marketing campaigns and brand communications that enhance customer experience and support organizational goals. Additionally, this person will lead customer experience activities during emergency operations activations to deliver timely and accurate information to stakeholders.

    This position is essential to the City of Austin and may require weekends and overnight hours.

    Pay Range: $82,139.20 (entry) - $106,787.20 (mid)

    Days/Hours: Monday through Friday; 8:00 a.m. to 5:00 p.m.
    Work hours may change according to departmental needs. Work hours may include after core hours of operation, holidays, and weekends.

    This position is essential to the City of Austin and may require weekends and overnight hours.
    This has been designated as an Essential Employee position. In the event of a City-designated emergency, Essential Employees provide services that impact the public health, safety, utility services, and welfare of members of the Austin community and other employees and ensure the continuity of essential operations. In such an emergency, Essential Employees may be called back in, may be required to modify their schedule, may be assigned to a City-designated work site, or may be retained on site to assist with operations and recovery.

    City Government
