Job Summary
Supervises, schedules, coordinates, and participates in the work of staff engaged in the maintenance and repair of various light, medium, and heavy-duty City vehicles and equipment.
Representative Duties
Supervises, coordinates, assigns, evaluates and participates in the work activities of entry and journey-level mechanics responsible for maintaining and repairing City vehicles and equipment including light, medium and heavy-duty power equipment, non-power equipment, and off-road equipment.
Conducts, trains, and assists in troubleshooting, diagnosing, and repairing various air-conditioning, exhaust, and electrical systems; alternative fueling systems (e.g., Compressed Natural Gas [CNG], propane, and biofuel); hybrid and electric drive systems; fuel injection, ignition, emission, and hydraulic systems; and related computer-controlled equipment.
Assists and oversees staff in conducting safety inspections and preventive maintenance for vehicles and equipment. Trains and instructs mechanics in difficult repair work.
Supervises, coaches, and motivates assigned staff. Approves and monitors overtime and leave requests and prepares employee performance evaluations. Interprets and applies City policies, procedures, and Memorandum of Understanding (MOU) provisions.
Participates in the selection process of new employees. Provides, coordinates, and ensures mechanic staff is trained in departmental rules and policies, standard operating procedures, safety standards, and applicable rules and regulations.
Analyzes, recommends and establishes workload priorities. Recommends and implements work plans and objectives, schedules work assignments, and ensures that mechanic shop personnel support departmental values, standards and goals.
Coordinates repair work with other City departments. Helps resolve scheduling issues, and responds to inquiries, complaints, and problems in an efficient and timely manner.
Develops and recommends goals, programs and operational methods to the Fleet Maintenance Superintendent that will improve the quality, efficiency, and safety of fleet services.
Prepares and maintains written and electronic reports and records, including the inventory of tools, parts and damages. Prepares detailed repair cost estimates and performs special quality control inspections on a regular basis.
Utilizes specialized fleet maintenance software applications to monitor fleet operations related to the repair of City vehicles and equipment and to build and implement preventative maintenance service schedules.
Reviews repair work orders for accuracy and maintains electronic repair records.
Reviews material acquisition invoices and monitors parts warehouse expenditures to ensure that spending is contained.
Procures shop materials following authorized Finance policies and procedures.
Oversees the maintenance of tools and work areas.
Acts as the Fleet Maintenance Superintendent in their absence.
Follows and enforces applicable federal, state, local, and department laws, rules, regulations, and procedures, including applicable safety rules and regulations.
Ensures that employees are trained in workplace safety practices involving tools, chemicals, and equipment, and enforces safety practices and procedures.
Performs other related duties, as assigned.
Requirements

Ability to:

Troubleshoot electrical, hydraulic, and pneumatic equipment problems
Diagnose equipment mechanical problems and supervise mechanic repair and adjustment

REQUIREMENTS
Minimum Qualifications:
OPTION A:
Education:
Graduation from an accredited college with an associate degree or successful completion of 60 semester units or quarter unit equivalent of college-level or trade school coursework in automotive technology or a closely related field
OR
Certification by an accredited vocational training program in automotive and/or equipment fleet operations or similar program.
Experience:
Three years of recent, paid journey-level work experience performing skilled maintenance and repair on a wide variety of vehicles and equipment, including alternative fuel-powered vehicles and equipment (e.g., hybrid, electric, compressed natural gas). At least two years of the required work experience must have included leading and coordinating the work of others. Successful completion of the City of Santa Monica’s Pre-Supervisory Academy may substitute for one year of experience leading and coordinating the work of others.
OPTION B:
Education:
Graduation from high school or the equivalent. Successful completion of 30 semester units or quarter unit equivalent of college-level or trade school coursework in automotive technology or a closely related field.
OR
Certification by an accredited vocational training program in automotive and/or equipment fleet operations or similar program.
Experience:
Four years of recent, paid journey-level work experience performing skilled, maintenance and repair on a wide variety of vehicles and equipment, including alternative fuel-powered vehicles and equipment (e.g., hybrid, electric, compressed natural gas). At least two years of the required work experience must have included leading and coordinating the work of others. Successful completion of the City of Santa Monica’s Pre-Supervisory Academy may substitute for one year of experience leading and coordinating the work of others.
OPTION C:
Education:
Graduation from high school or the equivalent.
Experience:

Licenses and Certificates :
Possession of a valid class C driver license. A Class B driver license must be obtained within one year of date of hire. Must maintain a valid class B driver license throughout employment.
A forklift operator’s certificate must be obtained within one year of hire and maintained throughout employment.
Must obtain Automotive Service Excellence (ASE) certification as a Master Automobile Technician (Tests A1-A8) and Alternate Fuels (Test F1) within one year of hire
OR
Master Medium-Heavy Truck Technician (Tests T1-T8), and Alternate Fuels (Test F1), within one year of hire.
