Auditor-Controller/Treasurer/Tax Collector (ATC) is recruiting for an
ATC Senior Supervising Accountant/Auditors who is responsible for overseeing complex governmental accounting, ensuring compliance with applicable accounting standards, and managing staff performance and workload. This position supervises a team that performs high-level financial analysis/reporting and plays a key leadership role in the preparation of the County's Financial Report and related financial deliverables.
Primary duties may include but are not limited to:
- Supervises the compilation of state-mandated reimbursements.
- Supervises the compilation of various county internal service funds' annual financial statements and mid-year reviews.
- Acts as a liaison between county departments, state, and federal agencies in filing disaster cost recovery claims.
- Supervise, mentor, and review the work of Senior Accountant/Auditor and other assigned accounting staff.
- Lead the preparation and review of the County's Annual Comprehensive Financial Report (ACFR), including oversight of GASB implementation and compliance with applicable reporting requirements.
- Prepare and review various financial statements.
- Oversee complex accounting and financial reporting, including debt, general obligation bonds, capital assets, interest apportionments, retirement prepayments, cash flow analyses, fair market value calculations, and sales tax.
- Coordinate with departments, external auditors, and other stakeholders to ensure accurate and timely financial information and audit support.
- Identify process improvements, provide technical guidance, and ensure internal controls and accounting procedures are maintained and enhanced.
- Represent the division in high-level meetings and act as a subject matter expert on complex accounting and auditing issues.

CONDITIONS OF EMPLOYMENT Travel: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening; candidates selected for law enforcement departments, public safety positions, or positions where legally required, must pass a more stringent background check.

Minimum Requirements CANDIDATES MUST MEET THE FOLLOWING REQUIREMENTS: EDUCATION Must possess a bachelor's degree in
accounting, finance, business administration, economics OR a bachelor's degree in another field which
must include 30 semester (45 quarter) units of completed college coursework in
accounting . (Transcripts with qualifying coursework is required if degree is in another field.)
EXPERIENCE Must possess three (3) years of
professional-level auditing or accounting experience that includes financial statement, financial analysis and reporting tasks
AND one (1) year of full-scope supervisory experience
OR two (2) years of lead experience.
IMPORTANT NOTES: EXPERIENCE Professional-level experience is defined as occupations that require specialized knowledge usually acquired through principal work experience. Clerical/bookkeeping experience is not considered qualifying.
EDUCATION Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.

Desired QualificationsThe ideal candidate will have a Bachelor's degree in Accounting, extensive governmental accounting/auditing experience and possess one of the following designations: California Certified Public Accountant, Certified Internal Auditor, Certified Fraud Examiner or Certified Information Systems Auditor.
