Position Description: The Health Planning Specialist III supports the development and coordination of community-based public health programs. This role leads specific community engagement initiatives, supports CHA/CHIP facilitation, builds strategic partnerships, and assists with program evaluation and grant support.
Position Responsibilities/Essential Functions: The functions within this job family will vary by level, but may include the following:
- Lead coalition-building efforts to support public health programs and wellness initiatives.
- Independently coordinate portions of the Community Engagement and Planning team's activities.
- Lead data collection, analysis, and reporting for CHA/CHIP processes.
- Conducts program and community need assessments to inform strategic priorities.
- Assist with grant implementation, reporting, budget tracking, and purchasing.
- Develop and implement community outreach and communication plans in collaboration with team leadership.
- Establish and maintain strong external partnerships to enhance public health initiatives.
- Provide consultation and support to internal staff, community partners, and coalition members.
- Prepare and present programmatic reports with findings and recommendations for improvements.
- Support community engagement and health planning team in all community engagement activities.
- Being present in the office is an essential function of this job

Minimum Qualifications: Level I: Requirements at this level consist of a bachelor’s degree in a social science field, business or public administration, health care administration, health planning or statistics; or an equivalent combination of education and experience, substituting one year of professional experience in one of the above fields for each thirty semester hours of the required education.
Level II: Requirements at this level consist of a master’s degree in the social science field, business or public administration, health care administration, health planning or statistics and one year of professional experience in health planning; or an equivalent combination of education and experience.
Level III: Requirements at this level consist of a master’s degree in social science, business or public administration, health care administration, health planning or statistics and three years of professional experience in health planning; or an equivalent combination of education and experience.

Valued Knowledge, Skills and Abilities Knowledge of Oklahoma health services system, including regional programs; of socioeconomic influences on health service supply, distribution and utilization patterns; of research methods and design, including social science survey and questionnaire use; of health care facilities and the variables affecting operational costs; of standard statistical measures of health care service levels; and of the functions and inter-relationships of public and private social welfare agencies, health agencies and health planning organizations. Ability is required to identify various health care constituencies; to research and present recommendations to public and professional bodies; to explain controversial recommendations; and to use computerized databases.
Physical Demands and Work Environment: Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. While performing the duties of the job, employees are required to talk, stand, walk, and reach with hands and arms. This position requires long periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of the job.
