    ABOUT THE DEPARTMENT

    The County Executive is the chief officer of Marin County government—appointed by the Board of Supervisors to lead a 3,000-employee organization, oversee 22 County departments and implement the Board’s strategic direction. This includes driving cross-departmental coordination and public services that improve the lives of over 250,000 Marin County residents. The County Executive reports to all five County Supervisors and serves as the public face of County operations and initiatives - meeting regularly with local, regional, and state leaders.

    The Office of the County Executive (OCE) is the strategic center of the organization. In addition to overseeing Countywide operations and managing the County’s $840 million budget, the office ensures the Board’s initiatives focused on affordable housing, climate, racial equity, emergency response, economic vitality, and long-term planning are implemented timely and effectively. We coordinate major policy efforts, prepare Board agendas, manage intergovernmental affairs, and ensure County departments are aligned in serving the community.

    This is a fast-moving, dynamic environment, where timing, judgment, and execution matter. We are a small, high-functioning team that plays a pivotal role in ensuring local government delivers for its residents.

    ABOUT THE POSITION

    We are seeking an experienced, service-oriented Administrative Services Manager to lead all administrative operations for the Office of the County Executive—including direct support to the Executive Management Team, the Clerk of the Board, and Board of Supervisors staff.

    This is a high-level, hands-on role that combines budget management, HR coordination, and administrative oversight. The ASM serves as the go-to person for all internal operations for a growing department, supporting a broad and dynamic portfolio that includes:
    • Department budgeting for the County Executive’s Office—partnering with the County budget team to develop, monitor, and oversee the Department’s operational and personnel budgets comprising 8 programs or subprograms.
    • Supervision and mentorship of administrative staff, including Administrative Services Associates.
    • Recruitment and HR coordination—serving as the primary liaison with the Human Resources Department for hiring, onboarding, offboarding, evaluations, and performance tracking.
    • Procurement, contracts, and purchasing—overseeing departmental contracts and ensuring compliance with Countywide systems and protocols.
    • Payroll and personnel operations—supporting accurate payroll processes and tracking position control.
    • Operational coordination—from facilitating office space planning and supply management to reviewing board letters with program leads and managers, submitting fiscal approvals, and ensuring timely administrative actions across the department.
    • Digital leadership—championing the shift away from paper-based systems and helping modernize how the office works. This includes learning and mastering County platforms (budget systems, contract management tools, HR databases, and workflow systems), and driving the adoption of smarter, more streamlined digital processes across the team.

    QUALIFICATIONS

    KNOWLEDGE OF
    • Principles and practices of management, including program development, implementation and evaluation; goal setting, personnel management; budgeting and fiscal administration; and contract negotiation and monitoring.
    • Principles, practices and procedures of basic accounting, automated financial record keeping, and auditing and reconciling financial documents.
    • Project management, analytical processes and report preparation techniques.
    • Principles and practices of public administration and human resources as applied to departmental administration, including payroll and personnel processing and basic labor relations concepts.

    ABILITY TO
    • Plan, organize and manage the activities of employees.
    • Develop, implement and administer administrative support services for a department or unit.
    • Develop and monitor the annual budget for the department or unit.
    • Assist in developing goals, objectives, policies, procedures and work standards for the department.
    • Interpret, apply and explain complex laws, codes, regulations, policies and procedures.
    • Coordinate and oversee departmental administrative, budgeting, accounting and fiscal reporting activities.
    • Plan and conduct effective management, administrative and operational studies.
    • Prepare clear and effective financial, statistical and narrative reports, correspondence, policies, procedures and other written material; oversee records management.
    • Act as an effective liaison among the department, the County and other public and private agencies.
    • Establish and maintain effective working relationships with those contacted in the course of the work.

    MINIMUM QUALIFICATIONS:

    Any combination of education and experience that would provide the knowledge and skills listed. Typically, equivalent to graduation from a four year college or university with major coursework in business or public administration, accounting, economics or a field closely related to the work and three years of accounting, budgetary, fiscal reporting and related management support experience which included one year in a lead or supervisory role. Additional experience as outlined above may be substituted for the education on a year for year basis.
