Position DutiesThe City of San José is seeking a Fiscal Analyst I/II to join the Information Technology Department (ITD). This is a full-time, benefited position that reports to the Senior Budget Analyst and supervises two full-time staff members.
The Fiscal Analyst plays a key role in supporting ITD’s enterprise budgeting, payroll administration, fiscal operations, and citywide telecom financial coordination. Responsibilities include managing financial transactions, analyzing complex data, and ensuring adherence to budgetary guidelines. As the City's technology needs continue to expand, this position provides essential financial oversight, performance analysis, and resource planning to help ITD meet strategic goals. The role is vital to reducing financial risks, avoiding service interruptions, and enhancing the accuracy, transparency, and compliance of ITD’s financial practices.
Responsibilities include, but are not limited to:
Enterprise Budget Management and Financial Analysis:
- Monitor and analyze ITD’s expenditures, including budget planning, expenditure tracking, and variance analysis to ensure alignment with budget allocations.
- Maintain and enhance the viscode background structure to accurately map expenditures in compliance with Governmental Accounting Standards Board (GASB) requirements.
- Manage ITD General Ledger and encumbrance balances to ensure full compliance with City financial policies and regulations.
- Prepare comprehensive budget reports, forecasts, and financial statements for review by leadership.
- Manage fiscal year-end closing activities, reconciliation, and audit preparations.
ITD Fiscal Operations Oversight
- Ensure the accurate and timely release of payments, as well as full compliance with all financial deadlines, procedures, and policy requirements.
- Review and approve all invoice edit lists across all ITD invoices, including but not limited to telecom, computer hardware, servers, software, subscriptions, supplies, services, etc., to ensure accuracy and prevent unauthorized expenditures.
- Monitor and maintain zero outstanding invoice balances and verify accurate tax billing and reporting. Citywide Telecom Fiscal Management D evelop and maintain dashboards to track and visualize Telecom expenditures across departments.
- Conduct quarterly optimization reviews and recommend cost-saving measures.
- Manage user access to Telecom vendor portals and support departmental telecom liaisons in fiscal matters.
Payroll:
- Manage timekeeping staff to review and audit timecards for accuracy and completeness, and work with employees to resolve errors.
- Train timekeeping staff on timekeeping rules, policies, and guidelines to ensure compliance with policies and labor regulations.
- Respond to employee and management inquiries regarding timekeeping policies and procedures.
- Correct errors and adjust timecards by payroll timelines.
- Coordinate with HR and Finance Departments to ensure payroll is processed accurately and in a timely manner .
- Run payroll reports such as overtime, compensation time, maximum vacation, and error messages.
Staff Supervision:
- Supervise employees and ensure operational effectiveness and accountability in day-to-day fiscal and payroll support functions.
- Manage team resources, employee work plans, and performance appraisals.
Please note that the Fiscal Analyst I/II position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change. Currently, the City operates on a 32-hour onsite workweek schedule.
Salary Information: The final candidate’s qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Analyst I/II classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
Salary Ranges:
Analyst I: $ 92,994.72 - $1 13,022.00 annually
Analyst II: $ 101,468.64 - $1 23,330.48 annually
The Analyst I/II classification is represented by the
Municipal Employees’ Federation (MEF), AFSCME, Local 101 (MEF) bargaining unit.
Minimum QualificationsAnalyst I: A Bachelor's Degree from an accredited college or university.
Analyst II: A Bachelor's Degree from an accredited college or university AND two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources.
Acceptable Substitution: Additional years of experience in a position comparable to the Staff Specialist with the City of San José in areas such as budget, finance, grant administration, organizational analysis, general administration or human resources may be substituted for the education requirement on a year for year basis.
