    The Job

    T he Office of Homeless Services is seeking a skillful and dynamic Homeless Services Data Analyst* whose key responsibilities will include:

    • Data Management & Analysis
      • Collect, organize, and analyze data from various systems including the Homeless Management Information System (HMIS)
      • Conduct detailed data validation and quality checks to ensure accuracy and completeness
      • Synthesize complex data sets into clear, actionable insights
    • Smartsheet & Workflow Management
      • Design and maintain Smartsheet dashboards, reports, and automated workflows
      • Support teams with Smartsheet training and best practices
      • Use Smartsheet to track project milestones, deadlines, and performance metrics
    • Reporting & Impact Analysis
      • Develop recurring and ad-hoc reports to support operational and strategic initiatives
      • Create visual dashboards and presentations to communicate findings to stakeholders
      • Conduct impact analyses to assess the effectiveness of programs and services
    • HMIS System Utilization
      • Extract and interpret data from HMIS to inform program performance and compliance
      • Collaborate with internal teams and external partners to improve HMIS data quality and reporting
    • Community Research & Engagement
      • Design and implement community needs assessments and stakeholder engagement strategies
      • Collect qualitative and quantitative data from residents, service providers, and partners
      • Summarize findings and contribute to the development of policy and program recommendations

    CONDITIONS OF EMPLOYMENT

    Pre-employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, and credit check prior to employment.

    Travel: Travel throughout the county may be required. Employees will be required to make provision for transportation. Mileage reimbursement may be available.

    Minimum Requirements

    Candidates must meet one of the following options:

    Option 1:

    EDUCATION: A bachelor's degree from an accredited college or institution* in behavioral/social science, business/public administration, accounting/finance, or a closely related field. Note: Degree information including field of study must be clearly indicated in the Education section of the application.

    -AND-

    Candidates must meet the education requirement and one (1) of the following experience requirements for Option 1:

    EXPERIENCE: Two (2) years of full-time equivalent professional level administrative experience performing analytical duties as a primary job function in any of the following areas: data/statistical analysis and reporting; creating and maintaining dashboards, Smartsheets, and/or automated workflows; organizational initiatives/special projects; or policy and program development.

    OR

    EXPERIENCE: One (1) year of experience as Staff Analyst II Trainee in San Bernardino County.

    Option 2:

    EDUCATION: An associate's degree or equivalent ( 60 semester or 90 quarter units ) from an accredited college or institution* in behavioral/social science, business/public administration, accounting/finance, or a closely related field. Note: Degree information including field of study must be clearly indicated in the Education section of the application. Transcripts must be attached if an associate's degree has not been conferred.

    -AND-

    EXPERIENCE: Four (4) years of full-time equivalent increasingly responsible professional level administrative experience performing analytical duties as a primary job function in any of the following areas: data/statistical analysis and reporting; creating and maintaining dashboards, Smartsheets, and/or automated workflows; organizational initiatives/special projects; or policy and program development.

    Important Notes:
    • Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.
    • If you are meeting the education requirement with sixty ( 60) semester or ninety (90) quarter units, transcripts MUST be attached to the application (unofficial are acceptable).
    • General office/clerical, retail sales, eligibility worker, employment services, child support services and other similar experience is not considered qualifying.


    Desired Qualifications

    Ideal candidates will be self-motivated individuals and collaborative team players with the ability to perform complex, sensitive, and detailed administrative and analytical work involving the use of independent judgment and personal initiative to make decisions, develop solutions, and meet deadlines.

    Essential knowledge, skills and abilities include:

    • Ability to conduct in-depth research, analyze and interpret a wide variety of complex data and information, identify options, and make viable recommendations
    • Ability to communicate clearly, concisely and effectively, both orally and in writing
    • Excellent writing skills with the ability to prepare clear and accurate administrative reports
    • Familiarity with or ability to learn and understand principles and practices relevant to project management, data science/statistical analysis, and/or organizational/staffing analysis or personnel management
    • Experience drafting and preparing Board Agenda Items and Requests for Proposals
    • Experience collecting and analyzing data in a homeless services housing program
    • Experience using various homeless data tracking systems such as the Homeless Management Information System (HMIS)
