    The Master in Equity office conducts judicial sales of real property involved in actions of foreclosure or partition. Their f unction is to hear and decide all non-jury civil cases referred by the Circuit Court or Clerk of Court, and to conduct judicial sales of real estate.

    About our opportunity

    The Master in Equity is accepting applications for a non-exempt Court Manager to join their team! The purpose of this position is to manage the intake, progress and disposition of all cases referred to the Equity Court. This position is also responsible to assume all administrative duties as the Department Head in the Office of the Master in Equity.
    Successful candidate must be able to complete a background check and a drug screen.

    Projected Hiring Range/Grade 115: $24.79 - $29.75 per hour. Salary is based on qualifications.

    Schedule: Monday - Friday, 8:00 AM - 5:00 PM, 40 hours per week.

    Duties and Responsibilities:
    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
    • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
    • Reviews all case files, including motions, referred to the court to determine the proper process and procedure for adjudication of the case; reports any non- compliance with the SC Rules and applicable statutes to the Judge. Assures that all documents necessary to handling the case are properly filed and provided to the court; schedules all hearings; prepares routine orders for approval by the judge.
    • Reviews all documents submitted for the Court’s signature or approval to ensure compliance with state rules, applicable law and Judge’s instructions.
    • Corresponds with the public, pro se litigants, and attorneys and paralegal personnel of law firms, concerning all aspects of cases referred to, and heard by, the court.
    • Attends all hearings and perform general clerk of court duties; document the status of all cases in the court systems, and draft and submit monthly updates to Court Administration.
    • Receives, accounts, deposits and documents all court fees. Receives and disburse funds related to the fees and costs involved in each case; handles the receipt and disbursement of all monies processed through the court’s “fee account”; balances the court’s trust account each month; tracks all funds processed through Court Administration’s Case Management System.
    • Assists the judge with office budget matters including purchase requisitions, ordering supplies, and reconciling the items purchased with York County and Wells Fargo, as well as all administrative matters from scheduling maintenance to attending department head meetings.
    • Performs related work as assigned.


    About you

    Minimum Education and Experience Requirements:
    • Associate’s Degree in Paralegal Studies or Paralegal Certification.
    • Five (5) years of law office management, litigation, paralegal or related experience in or an equivalent combination of education, training and experience.
    Applicants with equivalent experience and/or education may be considered.

    Longevity Allowance
    Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

    Annual Leave
    Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

    Earning Rate for Full-Time Employees
    Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

    Sick Leave
    Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

    Earning Rate of Sick Leave
    Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

    Training:
    Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives. Training topics may include driver training, CPR/first aid, communication, supervisor training, workplace violence, substance abuse, and various computer related classes.
