    Requirements

    MOS Code: 9348 (Navy), 1120 (Marine Corps), 120A (Army), 3E551 (Air Force)

    Education and Experience : A Bachelor's degree or higher in engineering or higher and six (6) years of professional engineering experience as a Registered Professional Engineer in the design of municipal potable water and/or wastewater systems, including two (2) years in a managerial capacity.

    Licenses and Certificates : Registration as a Professional Engineer in the State of Texas required at time of application or equivalent transferable from another state having reciprocity, which must be converted to Texas registration within one (1) year of appointment. Some positions may require a Texas Class "C" Driver's License or equivalent from another state.

    General Purpose

    Under general direction, plan, assign, direct and coordinate engineering design, field engineering, construction inspection and contract administration functions and activities of the engineering services division of the Water Utility.

    Typical Duties

    Plan, assign, direct and coordinate functions and activities of personnel engaged in the design, field engineering, construction inspection and contract administration of Water Utilities facilities capital improvement plans, service extensions and other engineering and construction projects. Involves: Oversee and implement engineering aspects of all Utilities operations to ensure proper engineering principles and sound judgment is exercised for all engineering projects. Act as senior technical advisor on all engineering related matters to other division managers, and Senior Management.

    Oversee design of all engineering projects and provide technical assistance and quality control to design staff. Involves: Approve all engineering design documents. Provide technical oversight and assistance to engineering staff of the Water and Wastewater Divisions. Coordinate the field engineering aspects of design and construction to include the surveying and utility coordination. Oversee the quality control inspection of construction projects to ensure that materials' testing is performed as a requirement in the standard specifications and review the results as necessary. Ensure that constructed drawings and other construction drawings are prepared as required. Oversee the filing and storage of all engineering maps and records belonging to Utility Department.

    Oversee division administrative support and development. Involves: Develop long-range capital improvement plans. Coordinate other aspects of long-range project planning such as permit application and regulatory approval. Track and manage the progress of engineering projects from planning stage to design and construction to ensure specific deadlines dates, design and materials specifications and other performance criteria are met. Ensure projects completed on time, within budget and in accordance with accepted engineering standards. Coordinate the preparation of all project bid documents, including plans, specifications and engineering cost estimates. Oversee the bid selection and contract award process for all engineering and construction projects. Evaluate training needs of Division staff and arrange training as appropriate. Assist Chief Technical Officer with preparation of engineering and construction aspects of long range capital improvements program for water and sewer facilities.

    Supervise assigned personnel. Involves: Meet with senior, supervisory and general staff on regularly scheduled basis. Prioritize and coordinate divisional activities. Instruct, review, guide and check work. Appraise employee performance of senior staff and review evaluations by supervisors. Provide training and development. Enforce personnel rules, regulations, and work and safety standards. Counsel, motivate and maintain harmony. Interview applicants. Recommend hires, terminations, transfers, disciplinary action, merit pay or other employee status changes.
