This position will be located in the General Counsel’s Office within the Office of the Director at the
Lewis & Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri.This is a professional position that supports the General Counsel to ensure the prompt delivery of counsel, legal analysis, and sound advice to all Department divisions, with a majority focus on the Division of State Parks. A team member in this position performs complex legal work involving procurement and contracting, real estate management, construction, policy review, compliance issues, and employment matters. The team member serves on the executive team, playing a vital role in agency direction, and is expected to participate and perform at a high level.
In addition to the above, the Deputy General Counsel must: - Exercise working knowledge of legal and administrative issues common to government organizations, including: financial awards and contracting, real estate management, procurement, risk-management, and legislative budget process;
- Exercise working knowledge of state and federal administrative, procurement, and federal funding recipient laws;
- Advocate for the Department’s core mission and strategic priorities;
- Role model the Department’s values;
- Work effectively with the Department’s wide range of employees and stakeholders, including travel throughout the state as needed; and
- Supervise assigned legal counsel.
Necessary Qualifications: - Juris doctorate degree from an accredited law school with excellent academic credentials;
- License to practice law in the State of Missouri;
- At least five years practice experience in a mix of governmental, administrative, real estate, or natural resources law, with an emphasis in transactional or in-house counsel work;
- High comfort level to prepare and review agreements which relate to real estate, construction, concession contracts, government grants, funding agreements, leases, licenses, purchases, sales, insurance, easements, procurement of goods and services;
- Exceptional written and verbal communication skills;
- Issue-spotting and meaningful counseling in a fast-paced environment
- Strong decision-making, problem-solving, analytical, and organizational skills;
- Ability to take initiative, work independently, report progress, recognize need for assistance from others, propose solutions for problems, manage and meet deadlines
- Capability to cope independently and efficiently with exposure to new and difficult subject matters, and
- Outstanding professional and ethical judgment
AND
To be successful in this position, a candidate will need the following skills:
- The ideal candidate will have at least five years of progressively responsible work as a practicing attorney, or any equivalent combination of education and experience.
- Background with government procurement and construction law
- Experience with state rulemaking procedures.
- Knowledge of grant and financial award procedures and processes.
- Resourcefulness.
Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
