    THE POSITION

    The Park Superintendent (Citywide Services) leads a senior team of Park Maintenance Workers (PMW III) in the execution of multiple services to include: community gardens, parks volunteer programs, and playground inspections. In addition, this position leads the operations and maintenance of the Historic Old City Cemetery. The Park Maintenance Superintendent will be expected to have a high level of interaction with the public, allied professionals, and other City staff in the execution of these Citywide services. The position is Monday through Friday with some weekend event support.

    IDEAL CANDIDATE STATEMENT

    The ideal candidate will possess strong communication skills, both oral and written. They will possess the ability to express genuine concern and demonstrate professionalism at all times. The candidate must also be able demonstrate high level of leadership capability.

    DEFINITION

    Under limited direction, a Parks Maintenance Superintendent administers and supervises the work of a special section of the Parks and Recreation department, such as City Tree or Park Maintenance Services; assesses and analyzes programs and services needs and effectiveness; monitors safety of assigned area.

    DISTINGUISHING CHARACTERISTICS

    This management level classification is populated with multiple incumbents who exercise a broad range of authority over a specialized section. The Parks Maintenance Superintendent is distinguished from the next higher classification of Parks Maintenance Manager in that the latter is responsible for a major program division of the Parks and Recreation Department.

    SUPERVISION RECEIVED AND EXERCISED

    Limited direction is provided by a Parks Maintenance Manager. Responsibilities include the direct and indirect supervision of supervisory, maintenance, and clerical full and part time city employees, and contract or volunteer staff.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    TYPICAL DUTIES

    - Manages, administers, plans, schedules, and coordinates various park or tree maintenance service programs; assists in the development and implementation of long-range goals, policies, and procedures for the section; coordinates activities of assignment with other City Departments and outside agencies.
    - Establishes section goals, policies and procedures in coordination with Department Management; continuously assesses and analyzes unit programs and services to determine the effectiveness of current programs; meets with community groups; makes oral presentations before various groups.
    - Makes determinations of equipment and material needs; prepares required requisition specifications; identifies operational needs and recommends appropriate action; prepares, analyzes, justifies, presents, and monitors budget; compiles information; maintains records; prepares
    written reports, financial estimates, and grant applications.
    - Makes field inspection; evaluates maintenance services practices and conditions; modifies and makes work assignments to ensure quality park and tree maintenance services.
    - Represents the City in various legal proceedings and court hearings.
    - Identifies, implements, and enforces necessary safety policies, procedures, and regulations; inspects areas and equipment for safety hazards; interprets and administers applicable portions of employee labor contracts and other City and departmental rules and policies; identifies
    training needs; develops and implements staff training classes on an on-going basis; supervises, trains, disciplines, and evaluates assigned personnel.
    - Performs other or related duties as assigned.

    QUALIFICATIONS

    Knowledge of:

    - Principles of planning, organization, administration, and management.
    - Principles and practices of budgeting, record keeping, and report writing.
    - Modern office management practices and procedures.
    - Computers and computer applications
    - Occupational hazards, and safety regulations and practices associated with parks and tree maintenance services.
    - Pesticides, tools and equipment, and automatic and manual irrigation systems used in the maintenance of parks and tree maintenance.
    - Common trees, flowers, shrubs, grasses, and other turfs used in parks and street landscaping in the Sacramento area; plant propagation and landscape design principles.
    - Tree maintenance and trimming techniques and practices; tree species commonly grown in the Sacramento area; pesticides used to control common tree disease and insect pests, if assigned to Tree Services.
    - Principles of supervision, training, and performance evaluation.

    Skill in:

    - Marketing programs of the department.
    - Facilitating meetings.
    - Conflict resolution.
    - Partnership development.
    - Time management and effective scheduling.
    - Use of computers, computer applications, and software.

    Ability to:

    - Plan, organize, coordinate, and direct the activities of a parks/trees maintenance section.
    - Establish and maintain effective working relationships with employees, department heads, businesses, and personnel from other jurisdictions, public officials, and the general public.
    - Communicate effectively, both orally and in writing.
    - Analyze, interpret, apply, and enforce regulations and policies.
    - Understand, identify, and resolve safety issues and other operational needs.
    - Read and interpret landscape designs.
    - Prepare, administer, and monitor a budget; apply for and administer special grant programs.
    - Identify staffing needs and recommend appropriate training.
    - Establish and maintain cooperative relationships with those contacted in the course of work.
    - Supervise, train, and evaluate subordinate personnel.

    EDUCATION AND EXPERIENCE

    Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:

    Four years of experience, including two years of supervisory experience in tree, turf, nursery, or park operations and maintenance.

    Education:

    A Bachelor's degree from an accredited college or university with a major in park administration, public administration, urban forestry or environmental horticulture, or a closely related field.

    Substitution:

    Additional supervisory experience may substitute for education on a year-for-year basis.

    PROOF OF EDUCATION

    Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

    An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

    SPECIAL QUALIFICATIONS

    Driver License:

    Possession of a valid California Class C Driver License at the time of appointment. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.

    Other Licenses:

    Depending on assignment, other qualifying licenses may be required.
