    The Position

    The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of SAFETY COORDINATOR to fill one (1) vacancy in the Safety-Water Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (12) months.

    Under general supervision, the Safety Coordinator is to perform a variety of complex tasks to develop, plan, coordinate, and manage occupational safety and health programs in support of Riverside Public Utilities water activities including emergency services; coordinate and conduct safety, technical training, and other related trainings. The Safety Coordinator is to manage hazardous waste and materials, write procedures, conduct safety inspections, provide technical staff assistance and perform work as required relative to assigned area of responsibility.

    Work Performed

    Duties may include, but are not limited to, the following:

    • Coordinate and participate in the City's emergency response program; assist to ensure that the Emergency Operations Center is maintained in a ready status as it pertains to the department/division.
    • Assist in the implementation of goals, objectives, policies, and procedures.
    • Assist in the preparation and administration of the Emergency Services Program and occupational safety and health budget.
    • Organize, schedule, and coordinate Emergency Services Program activities and other related programs; conduct special interest programs and presentations.
    • Maintain records, documentation, and develop reports concerning new or on-going programs and program effectiveness; maintain various records and file reports; prepare statistical reports as required.
    • Develop and implement various training programs on disaster preparedness and response problems for City employees and members of the community.
    • Respond to major safety incidents on an on-call basis and under emergency conditions.
    • Maintain an inventory of necessary supplies and ensure their proper and adequate storage and availability.
    • Provide post-disaster recovery assistance to selected City recovery teams.
    • When assigned to Public Utilities acts as the Public Utilities Department representative with external groups and agencies as necessary to assume assigned responsibilities, including participation in various safety committee assignments.
    • Provide effective customer service internally and externally to the organization.
    • Complete workplace and program safety inspection and audits.
    • Review and update various procedures and policies related to the area of responsibility.
    • Develop, schedule, and conduct required safety and technical training related to plan operation.
    • Coordinate regulatory agency inspections, investigations, and provide appropriate documentation.
    • Develop, maintain, and coordinate the division safety incentive program.
    • Coordinate, manage, inspect, and schedule the appropriate handling, removal, and disposal of onsite hazardous waste.


    In addition to the above duties, when assigned to Riverside Public Utilities, duties may include, but are not limited to:

    • Assisting in motivating and fostering a safety-conscious culture in the workplace to reduce incidents and injuries.
    • Investigate and analyze incident reports and complaints involving work related accidents, injuries, and illnesses.
    • Assist in safety audits and help to oversee the department to identify recognized safety and health hazards, site vulnerability assessments, and emergency preparedness.
    • Work closely with the Utilities Safety and Training Manager in scheduling training for departmental staff.


    Qualifications

    Option I:
    • Education : Equivalent to an Bachelor’s degree from an accredited four-year college or university with major course work in occupational health studies, environmental studies, environmental engineering, industrial hygiene and safety, public administration, business administration, or a related field.
    • Experience : Three years of increasingly responsible administrative experience in the field of emergency services, safety, industrial hygiene, hazardous waste and materials program planning and operations, municipal program administration, or a closely related field.


    Option II:
    • Education : Equivalent to an Associate's degree from an accredited college or university with course work in occupational health studies, environmental studies, environmental engineering, industrial hygiene and safety, public administration, business administration or a related field.
    • Experience : Five years of increasingly responsible administrative experience in the field of emergency services, safety, industrial hygiene, hazardous waste and materials program planning and operations, municipal program administration, or a closely related field.


    Necessary Special Requirements:
    • Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
    • Completion of OSHA 10 Hour Training certificate at time of hire.
    • OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within 12 months of hire.
    • Must be available to respond to major field emergency incidents on an on-call basis and under emergency conditions.

    An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at http://www.naces.org/members.html or the Association of International Credential Evaluators Inc. (AICE) at http://aice-eval.org/members/ . An advanced-level degree from an accredited US college or university.

    Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $100 per month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave - 64 hrs per fiscal year.
