    Health Services Information Technology Manager (LBFA-2025A)

    The Board of Supervisors have authorized the following future salary increases:

    5% on July 1, 2025

    Contra Costa County Health (CCH) has openings for three (3) full-time Health Services Information Technology Manager positions assigned primarily to the CCH Information Technology Unit and are located in Martinez, CA or Concord, CA.

It is one of nine counties in the San Francisco-Oakland Bay Area and covers approximately 733 square miles extending from the northeastern shore of San Francisco Bay easterly about 50 miles to San Joaquin County. With a current population of over 1.1 million, Contra Costa County is the ninth most populous county in California.

    Recreation within the county varies from fishing, boating, and water skiing in the Sacramento-San Joaquin rivers to hiking, horseback riding, and camping in Mt. Diablo State Park. Recreational areas, including the wine country of Napa and Sonoma counties, the picturesque seaside communities of Carmel and Monterey, and the Sierra-Lake Tahoe mountain region are also within driving distance of the county.

    The Contra Costa Health Department includes a Health Plan, Public Health, Hazardous Materials, Environmental Health, Housing Homeless and Health, a Regional Medical Center, Behavioral Health, Emergency Management Services, and a full complement of ambulatory care sites including school-based services.

    What you will typically be responsible for:
    • Leads and participates in the operational actives for the work group assigned, which may include: app development, app support, end user support, network or server support, or systems security.
    • Selects, trains, motivates and evaluates information technology personnel.
    • When assigned to the app development, or app support teams: Analyzes information systems requirements and designs and implements processes and/or improvements that promote increased efficiency and effectiveness; identifies resource needs, drafts or updates system documentation; coordinates and provides user training as appropriate; and allocates resources accordingly.
    • Develops and reports key performance indicators appropriate for the assigned team.
    • Conducts research on new and evolving computer technologies and recommends systems and improvements for the Department.
    • Assists in the preparation of presentations for information systems projects to a variety of internal and external committees.

    Minimum Qualifications

    Education: Possession of an Bachelor's Degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, Epidemiology, Biostatistics, Social/Behavioral Sciences, or a closely related field.

    Experience: Four (4) years of full-time, or its equivalent, experience as a manager, supervisor, or project manager in a healthcare information technology environment having responsibility for one or more of the following areas: application support, development/programming, systems analysis, technical support, and network or server administration; OR Four (4) years of full-time, or its equivalent, experience as a clinical lead, supervisor, or manager performing systems analysis in a healthcare information systems environment; OR Four (4) years of full-time, or its equivalent, experience as a manager, supervisor, or project manager in a public health, health care delivery, or academic institution setting, one (1) year of which must have included direct supervision of staff in epidemiology, surveillance, or program evaluation activities.

    Certification: May be required to obtain and maintain vendor specific certifications on applications supported. The incumbent will be required to obtain the certification requested within 6 months of notification from their supervisor.

    Substitution for Experience: Possession of a Master’s Degree from an accredited college or university with a major in one of the fields noted above may be substituted for one (1) year of the required experience.

    Substitution for Education:
    One (1) additional year of qualifying experience noted above may be substituted for the required academic major; ORAdditional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years; OR Possession of professional technical certifications can substitute for up to a maximum of two (2) years of the required education. Each of the following current and valid certifications can be substituted for six (6) months of required education: Any of the following Epic certifications: Ambulatory, Tapestry, Epic Resolute Hospital Billing, Epic Care Everywhere, Health Information Management, Prelude (Grand Central), EpicCare Inpatient (ClinDoc), Epic Client Systems Administrator/Manager (ECSM), or Operational Database AdministratorCertified Associate in Healthcare Information and Management Systems (CAHIMS)Health Level 7 (HL7) certificationVMWare Certified Professional (VCP), VMWare Certified Advanced Professional (VCAP), VMWare Certified Design Expert (VCDX)Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE)

    Desirable Qualifications:

    • Vendor or Industry certifications, CCNA/CCNP, MCSA/MCSE, CISSP, Epic Certification, PMP, CPHIMS, etc.
    • Advanced degree or specialization related to the team assigned
    • Track record of successful projects
    • Working experience with integrated Electronic Health Record systems (for example, Epic, Cerner)


    Selection Process

    Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.Behavioral Consistency Questionnaire: Candidates that clearly demonstrate that they possess the minimum qualifications will be invited to participate in a behavioral consistency writing exercise. Candidates will be asked to provide written responses to scenario-based questions designed to evaluate candidates core competencies as they relate to the job. These competencies may include but are not limited to: Delivering Results, Displaying Ownership and Accountability, Leadership, Professional & Technical Expertise, and Writing. Candidates must achieve an average passing score on each of the competencies to pass the overall assessment and be placed on the eligible list. (Weighted 100%)

    The assessments may be administered remotely using a computer or mobile device such as a tablet. You will need access to a reliable internet connection to take the assessment.

    TENTATIVE EXAM DATES

    Remote Exam/Evaluation: Week of August 4, 2025

    The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.

    CONVICTION HISTORY

    DISASTER SERVICE WORKER

    All Contra Costa County employees are designated Disaster Service Workers through state and local law. Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
