THE POSITION
Under administrative direction, the City Engineer plans, organizes, coordinates and directs all Engineering Division activities of the various functional units including capital project design and construction administration, development review, traffic engineering, signal and streetlight maintenance and storm water program administration; provides professional assistance to City staff in areas of responsibility; performs related work as required.
CLASS CHARACTERISITICS
The City Engineer is a single incumbent class at the middle management level. The City Engineer is responsible for the direction and management of activities and achievement of division goals established for the Engineering Division.

QUALIFICATIONS
Education and Experience:
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Equivalent to a bachelor’s degree in Civil Engineering or related field
AND
Nine (9) years of progressive experience in municipal engineering or three (3) years of responsible civil engineering experience comparable to that of a Principal Civil Engineer in the City of Union City.
Licenses and Certificates:
Possession of a valid Class C California Driver’s License with a satisfactory driving record.
Possession of a valid Professional Engineer License issued by the State of California.

Positions in this class typically require: sitting, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing, and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Incumbents generally work in a typical office environment with adequate light and temperature. There may be occasional exposure to extreme temperatures, loud noise, fumes, noxious odors, dust, mist, gases and poor ventilation; underground, confined or restricted work spaces; and heights more than five stories above ground level.
Travel: Positions in this class may require local and statewide travel as necessary.

Retirement: CalPERS enrollment in either 2%@60 (Classic Employees) or the new 2%@62 (New Employees) formula is dependent on the individual’s eligibility. The City does not participate in Social Security therefore there are no Social Security tax deductions (except 1.45% Medicare).
Medical/Dental/Vision: The City provides the employee up to $2,000 per month toward medical, dental and vision premium.
Deferred Compensation Plan: The City contributes $100/mo. into a 401(a) tax-deferred plan on behalf of the employee. A 457b Deferred Comp Plan and a ROTH IRA are also available on a voluntary basis.
Leaves: Employees shall accrue 3.08 hours of vacation leave per pay period limited to two times their maximum annual accrual rate. The City will provide the employee with 70 hours of administrative leave annually (prorated based on hire date). Employees shall accrue 3.69 hours of sick leave per pay period without limit on accumulation.
Holidays: 12 holidays and 24 floating holiday hours.
Life Insurance: Premium is paid by the City. Life insurance and AD&D is equal to $100,000 coverage each. Additional voluntary supplemental life insurance is available.
Disability Insurance: Long-term and short-term disability insurance premium based on salary. Employee contribution required.
