This position assists in the asset management, data collection, and supervision of staff for the successful implementation of Charleston County Public Work’s Asset Management Program. The work is performed under the direction of the Asset Manager, but considerable leeway is granted for the exercise of independent judgement and initiative.
The primary focus of this position is on field data collection and condition inspections on all assets. This individual supervises assigned inspection personnel, along with staff responsible for daily operations of the Public Works warehouse. As such, the employee must establish and maintain effective working relationships with other County personnel, Contractors, Engineers, other government entities and the public. Organizational skills and experience with public maintenance practices and asset management principles are ideal.
HIRING SALARY: $60,840 - $79,684 (Estimated Annual Salary)OPEN UNTIL FILLED, APPLICATION REVIEW BEGINS IMMEDIATELYDuties and ResponsibilitiesPrimary Duties/Responsibilities: Duties Include: Oversees and efficiently implements the annual inspection program for county owned assets ensuring the assessment needs are met to implement the County’s Public Works Asset Management program. Develops asset inspection criteria and collects field data to verify accuracy of developed inspection criteria. Reviews all County owned road and drainage infrastructure assets ensuring that current attribute data and maintenance practices are uniform for data analysis to be successful. Reviews field inspections conducted by assigned staff to ensure correct and complete assessments. Performs field inspections in accordance with County policy and procedures. Utilizes and analyzes GIS data in multiple formats. Supervises staff on daily operations to ensure accurate accounting and inventory for the Public Work’s warehouse operations are met. Annually analyzes spending and budgetary restraints to develop proper projections for the purchasing of inventory to keep the warehouse stocked and needs met for Public Works field personnel. Assists Asset Manager and upper management in creating and maintaining an effective heavy equipment replacement program. Provides assistance in the creation and documentation of the Asset Management End of the Fiscal Year Report.
Minimum Qualifications Position requires : a Bachelor's Degree in Environmental Studies or a related field, supplemented with three (3) or more years of progressively responsible experience in engineering and road maintenance; OR any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work. Thorough knowledge of; land surveying/road construction methods, stormwater principles, site plan development, project management, database creation, spatial/GIS operations, software and hardware of work management systems. Experience and certifications in database management is a plus. Two to three years of supervision experience will also be heavily considered when selecting a successful candidate. Must be able to maintain a courteous and professional demeanor in dealings with various individuals; make public presentations before large and small groups; prepare and present accurate and reliable reports containing findings and recommendations with accuracy and speed under the pressure of time-sensitive deadlines. Must have a valid driver's license with the ability to obtain a South Carolina driver's license upon acceptance of the position.
