What you’ll do: The Local Public Agency (LPA) Program Specialist - Construction Inspector Series assists local partners with federally funded Local Public Agency (LPA) projects and audits the construction process for state and federal compliance. Examples of work include:
- Reviews contract documents for federal and state compliance and indicates when LPA my issue "notice to proceed" to contractor.
- Attends preconstruction conferences, site visits, and semi-final inspections.
- Provides guidance to LPAs in the construction phases of a project regarding federal-aid requirements; including conveying information relative to subcontracts, Disadvantaged Business Enterprise (DBE), Commercially Useful Function (CUF), On-the Job Training (OJT), Value Engineering (VE), project diaries, erosion control, Americans with Disabilities Act (ADA), and Buy America.
- Reviews and processes invoices for repayment consistent with requirements in the Engineering Policy Guide (EPG).
- Reviews and approves Change Orders, including determination of federal aid eligibility.
- Communicates LPA project progress with Area Teams, including potential traffic impacts.
- Reviews applicable final documents for project closeout, issues final acceptance report, and submits final reimbursement request.
All you need for success: Minimum Qualifications - Bachelor's Degree in Engineering from an ABET-accredited college or university curriculum.

- Certification to operate nuclear gauges may be required.
- Successful completion of a work simulation examination and a medical-physical examination.
Successful candidates with the above qualifications will be considered for one of the three levels based on knowledge, skills, and abilities. • Entry salary- $65,335.68
• Intermediate salary- $70,562.40
• Senior salary- $76,207.20

- Job requires exposure to physical hazards, health and safety risks, and/or adverse or otherwise undesirable characteristics in the environment.
- Job may require operation of vehicles to plow snow and spread ice control materials.
- A postsecondary degree is the best measure to ensure candidates possess required engineering knowledge, including in applied physics and mathematics, drafting, engineering processes and procedures, project management, industry ethical standards, and analyzing and modeling data.
OR Minimum Qualifications - Non-ABET - Bachelor's Degree in Engineering, Construction Management, or related field. OR
- 8 years of experience in construction inspecting or related field.
- Certification to operate nuclear gauges may be required.
- Successful completion of a work simulation examination and a medical-physical examination.
Successful candidates with the above qualifications will be considered for one of the three levels based on knowledge, skills, and abilities. • Entry salary- $57,762.48
• Intermediate salary- $62,383.68
• Senior salary- $68,803.68
