    Essential Job Functions

    What will I do as an Information Technology Supervisor?
    • Supervises staff responsible for various functions by planning, prioritizing, assigning, and reviewing the work of assigned technical personnel; establishing clear performance standards and promoting professional growth through targeted development plans; providing specialized technical guidance in the design of system logic and the resolution of sophisticated program issues; advising the development and optimization of reports and dashboards to ensure accuracy, relevance, and accessibility of data; ensuring that reporting tools and solutions align with organizational objectives and facilitate informed decision-making; mentoring staff to enhance performance and expertise; conducting thorough performance evaluations; documenting and addressing disciplinary matters as needed; and advancing critical issues to upper management to guarantee the department’s information technology goals are achieved and its critically important systems remain operational with minimal disruption.

    • Develops and directs the implementation of departmental strategies, policies, priorities, standards, procedures, and practices (e.g., data analytics, data mining, Cognos reporting, ad-hoc report generation, Geographic Information Systems (GIS) operations, APEX development, business analysis, system documentation, design, software support, and data security compliance) by conducting comprehensive assessments of current departmental needs and long-term objectives; collaborating with collaborators and cross-departmental teams to ensure alignment with organizational goals and priorities; establishing and implementing industry standard processes for system development, data management, and reporting frameworks; designing and implementing robust policies to guarantee data accuracy, accessibility, and security; standardizing operational procedures to ensure efficiency, consistency, and compliance across all functions; evaluating and recommending sophisticated tools and technologies to enhance departmental capabilities and operational effectiveness; supervising consistency to established standards and policies; and engaging with leadership to feed innovation, improve organizational efficiency, and achieve strategic business objectives.

    • Consults with various partners regarding information technology issues by assessing team member needs; identifying and evaluating solutions; meeting with departmental management to introduce and explain systems improvement concepts and obtain concurrence with recommended problem solutions; and recommending options to collaborators in order to resolve service delivery needs, promote information security awareness, and evaluate current and anticipated Information Technology needs.

    • Implements various information technology projects by conducting comprehensive analyses of business needs and technical requirements; identifying and recommending tools, technologies, and solutions that align with organizational objectives; developing detailed and actionable project plans that outline timelines, resource allocation, and budget forecasts; supervising and guiding project teams through the execution of tasks to ensure consistency to quality standards and established best practices; leading the development and refinement of reporting processes and documentation to enhance data accuracy, accessibility, and utility; collaborating with multi-functional teams and relevant departments to ensure seamless integration and alignment with organizational strategies; supervising project progress to ensure all achievements are met within defined scope, timeframes, and budgetary constraints; resolving technical challenges through strategic problem-solving and innovative recommendations; and championing the efficient and secure use of technology to enhance organizational productivity, support data-driven decision-making, and drive operational excellence.

    • Reviews a variety of technical and research documents submitted by staff conducting thorough analyses of submitted documents to ensure precision, accuracy, and compliance with established standards and organizational objectives; researching system requirements and adhering to information technology standard processes to validate proposed solutions; applying expertise in applications development, software support, and data security compliance to assess the quality and relevance of content; providing clear, constructive, and actionable feedback to staff for vital improvements; approving and/or forwarding finalized documents for upper management review and official approval; and ensuring that all materials are optimally communicated to team members in a manner that supports informed decision-making and aligns with organizational goals.


    Requirements

    REQUIREMENTS TO QUALIFY:
    Option I: Graduation from an accredited college or university with a bachelor’s degree* in Computer Science, Information Systems, or a closely related field And five (5) years of recent**, full-time***, paid experience in design, development, implementation, operation and maintenance of information systems, two (2) years of which must have been in a lead**** or supervisory*****capacity.

    Option II: Two (2) years of recent**, full-time***, paid experience at the level of Senior Application Developer, Senior Network Systems Administrator, Senior Operating Systems Analyst or Senior Information Systems Analyst. Experience must have been in a lead**** capacity.

    Option III: Six (6) years of recent**, full-time***, paid experience in design, development, implementation, operation and maintenance of information systems, three (3) years of which must have been in a lead**** or supervisory***** capacity.

    Withhold and out-of-class experience will not be accepted for this examination. Required experience must be met by the end of the filing period.
    Special requirement information:
    *In order to receive credit for a college or university degree, such as a Bachelor’s degree or higher, you must include a legible copy of the Official Degree, Official Transcript, or Official Letter from the accredited institution (which shows the area of specialization and the date the degree was awarded) with the Registrar’s signature and school seal at the time of filing or within fifteen (15) calendar days of submitting an online application.     **Recent is defined as experience gained within the last six (6) years from the last day of filing.

    ***Full-time experience is defined as 40 hours per week.

    ****Lead experience is defined as assigning, coordinating, and reviewing the work of staff, ensuring proper work methods are followed and providing technical assistance and training, but does not supervise.

    *****Supervisory experience is defined as responsibility for planning, assigning, and reviewing the work of assigned staff, evaluating employee performance, participating in interviews and selecting new staff, and performance management.

    License: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

    Physical Class II - Light: This class includes light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    EXAMINATION CONTENT: This examination will consist of two (2) parts:

    Applicant may be invited to participate in both Part I and II. However, only those that achieve a passing score of 70%or higher in Part I, will have Part II scored.
    Part II:
    Multiple choice and/or simulation assessment(s), weighted 30%, assessing:
    • Software Business Analysis: Business Process, Diagramming and Modeling, Documentation, Joint Application Development, Methodologies and Tools, Project Development, Requirements Gathering, System Design, User-Interface.
    • Systems Analysis: Fundamental Systems Analysis skills, Implementation and Support, Systems Analysis Tasks, Systems Design Tasks, and Technical Methods for Specifying requirements.
    • Desktop Support: Networking, Peripheral components, Operating systems, Troubleshooting, and Providing technical support.

    The passing score for each assessment part is 70%.
    Exam Review
    These assessments fall under Civil Service Rule 7.19, which means you are not able to review the questions or your responses once you have completed the assessment.
    Transfer of scores:
    If you have taken identical components recently for other exams, your responses may be automatically transferred to this examination. This exam contains test components that might be used on future exams, and your responses could be transferred to that exam.

    Test scores cannot be given over the phone.
    TEST PREPARATION:
    We provide study guides and other test preparation resources to help candidates prepare for employment tests. While the guides may help in preparing for the test, we recommend reviewing all related materials that seem vital.

    Eligibility and Vacancy Information:
    Candidates who passed the assessment are placed on a list in the order of their score group for a period of twelve (12) months. The list of passing applicants from this examination will be used to fill vacancies within County of Los Angeles DCFS Business Information Section.
    Available shift:
    Any Shift-Appointees must be willing to work any shift, including evenings, nights, weekends, and holidays.
