The Office of Workforce and Community Initiatives (OWCI) is seeking candidates to fill a Program Specialist position. The base for this position will be determined by the applicant selected and office capacity.
This position will be responsible for oversight of the contractor for the multitude of refugee programs.
This position will be responsible for (but not limited to) the following duties:
- Develop procedures, policies, and instructions necessary to the operation and implementation of newly designed or modified programs or projects.
- Interpret and implement federal and state laws, rules, regulations, policies and procedures applicable to the refugee programs. Ensure awareness of the most recent information regarding policy changes and guidelines.
- Interpret information and data to present information to management to make suggested changes that are in the best interest of the agency and Missouri communities.
- Oversite of assigned contracts/contractors. Enter information into federal and state systems. Ensure reports, state plans, etc. are completed timely.
- Design and develop operational and administrative forms necessary for the transmission of information, satisfaction of reporting requirements, establishment of control systems, and evaluation of program effectiveness.
- Evaluate program trends and coordinate with other OWCI teams to make changes or investigate as necessary.
- Answers technical questions from contractors, staff, peers and stakeholders.
- Review monitoring reports for training needs and trends.
- Review expenditures in conjunction with fiscal/invoicing team.
- Assist with the case management system and provide technical guidance.
- Liaison between FSD, ORR, MO-ORA, LRAs and others.
- Exercise significant independence and initiative in the performance of responsibilities; receives general administrative direction.
- Represent DSS in community meetings or speaking events.
- Perform other related work as assigned.
Bachelor’s degree and 1-3 years of relevant experience. (Substitutions may be allowed.)
