Job Summary/Objective: Performs a wide variety of customer service and administrative tasks. Coordinates the intake, processing, and issuance of multiple development related applications varying in nature and complexity (building, zoning, planning, water resources, etc.). Monitors lobby area and directs workflow to Application Services staff.
Supervisory Responsibilities: Essential Functions: - Provides customer support in person, online, and over the telephone answering a variety of questions regarding department policies and procedures, development applications, and permit process, etc. while assisting customers with submitting development applications.
- Ensures applications are accurate and complete, required plans and supporting documentation is submitted with application. Calculates appropriate fees based on the current building fee schedule.
- Reconciles collected fees with daily deposit.
- Routes application for appropriate action and monitors the status and location of the application in the review process, including all submitted supplemental information and revisions.
- Issues various land use and development permits. Checks records to determine that there are no restrictions on a permit and ensures all required approvals have been obtained before issuance.
- Produces letters, reports, documents, and a variety of material where knowledge of format/presentation is required.
- Enters, updates, tracks, and retrieves data for the department, including, but not limited to, applications, permits, complaints and violations, using various automated information systems.
- Receives, opens, sorts, and distributes incoming mail.
- Participates in various surveys conducted by department.
- Maintains and operates standard office equipment.
- Performs related work as required.
Competency: Knowledge/ Skills/Abilities: - Knowledge of standard office practices and procedures, data entry, standard software applications, and related equipment ;
- Knowledge of departmental functions, organization and policies ;
- Knowledge and use of business English, spelling, and arithmetic ;
- Knowledge of various county and state codes related to development ;
- Basic office computer skills with commonly used software programs;

Required Education and Experience: - Any combination of education and experience equivalent to graduation from high school and at least 2 years experience in office/business setting with extensive administrative experience which shall have included interaction with the public, data entry, and automated record keeping.
Preferred Qualifications/Certifications: - Some experience in the development industry (planning, construction).
Physical and Mental Requirements: - Regular contacts made with internal organizations, outside organizations, and the general public for purposes of exchanging factual information, exercising good judgement and accurate interpretations of information in order to be responsive to questions and to process various development applications;
- Communication is generally cooperative in nature; however, it may involve some conflict, which requires tact and diplomacy;
- Work is typically performed in a sitting position with some frequent standing, walking, bending, stooping, and light lifting;
- Requires frequent operation of a variety of office machines.
Remote Work: This position is not eligible for remote work. All County staff must maintain residence within the Commonwealth of Virginia.
Salary Information:The hiring range for this position is $21.41 - $23.67 per hour (approx. $44,542 - $49,230 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
