    About the Role

    We’re seeking a dynamic and strategic Business Administrator to lead our internal operations and help drive the organization forward. As a key member of the leadership team, this position serves as MMCD’s Chief Financial Officer (CFO) and provides oversight for finance, human resources, facilities, IT, and risk management. You’ll work closely with the Executive Director, MMCD Commission, and departmental leaders to ensure operational excellence and long-term sustainability.

    This is a high-impact role perfect for a seasoned administrative professional who enjoys big-picture thinking, values public service, and thrives in a mission-focused environment.

    What You’ll Do:

    Reporting directly to the Executive Director, you’ll serve as the organization’s Chief Financial Officer and key operations leader, ensuring smooth internal functions across:

    •   Financial Management: Lead the budget process, financial reporting and annual audit, investments, and levy proposals.
    •   Human Resources: Oversee payroll, benefits, compliance, and labor contract implementation.
    •   Facilities & IT: Ensure our facilities and tech infrastructure support daily operations.
    •   Safety & Risk Management: Maintain workplace safety, manage insurance, and drive compliance.12
    •   Strategic & Executive Support: Contribute to high-level planning and represent MMCD in key settings.
    •   Governance: Support the MMCD Commission with reports, data, and expert insights.

    You’ll supervise a talented team and act as the Executive Director in their absence.

    What We’re Looking For:

    •   Education/Experience: Bachelor's in business, public administration, accounting, or related field is preferred. 3–5 years in a similar leadership role preferred.  
    •   Leadership & People Skills: Proven success managing teams, solving problems, and improving processes.
    •   Financial Acumen: Deep understanding of budgeting, public finance, and fiscal strategy.
    •   Operational Know-How: Experience overseeing facilities, contracts, IT coordination, and HR programs.
    •   Commitment to Culture: Ability to foster a respectful, inclusive, and collaborative workplace.

    Bonus points for experience with Microsoft Dynamics (Great Plains) and knowledge of government operations.

  • Job Description

    CLASS SUMMARY:

    Under the general direction of the Executive Director, the Business Administrator oversees all internal operations and administrative functions of the Metropolitan Mosquito Control District (MMCD). Responsible for managing and overseeing financial management, human resources, facilities oversight, IT coordination, and safety compliance.   The Business Administrator ensures efficient internal services, develops and manages the annual operating and capital budgets, and serves as the acting Executive Director when the Executive Director is unavailable.

    ESSENTIAL DUTIES:

    Financial Management & Budgeting

    • Serve as the Chief Financial Officer (CFO) of the organization, providing financial leadership and strategic guidance.
    • Develop, manage, analyze and monitor the District’s annual operating and capital budgets.
    • Conduct financial reconciliations, maintain financial records, and oversee financial reporting.
    • Ensure compliance with government accounting standards and regulatory requirements.
    • Provide financial analysis and recommendations to executive leadership and the MMCD Commission to support decision-making
    • Manage MMCD’s investments, make decisions to optimize returns while managing risk.
    • Prepare and manage County levy proposals and certifications.

     Contract & Procurement Oversight

    • Review and approve all contracts/agreements and purchase orders for the District.
    • Administer and manage annual renewal of MMCD’s insurance contracts/policies.
    • Develop bid specifications for the purchase of insecticides, equipment, and vehicles.
    • Monitor control material inventories and work closely with the Assistant Director of Operations to allocate within budget and program guidelines.

    Human Resources & Administrative Supervision

    • Supervise and provide leadership to the Business Office Manager, Facilities Manager, IT Coordinator, and safety personnel.
    • Oversee payroll, benefits administration, and compliance with employment regulations.
    • Participate in union negotiations and oversee contract implementation.
    • Foster an inclusive and equitable workplace culture.

    Facilities & IT Management

    • Oversee maintenance and operations of six MMCD-owned facilities.
    • Work with the Facilities Manager to ensure facilities meet operational needs.
    • Coordinate IT infrastructure and services, ensuring security and efficiency.
    • Oversee technology upgrades and cybersecurity measures to protect District assets.

    Safety & Risk Management

    • Ensure compliance with safety regulations and best practices.
    • Oversee safety initiatives and training programs.
    • Manage insurance programs and risk mitigation strategies.
    • Ensure adherence to federal, state, and local regulatory requirements.
    • Implement emergency preparedness and disaster recovery plans.

    Strategic Planning & Executive Support

    • Assist the Executive Director in program planning and development.
    • Conduct cost-benefit analyses for mosquito control programs and strategies.
    • Act as the Executive Director in their absence.
    • Represent MMCD in meetings and collaborations with external stakeholders as needed.
    • Identify opportunities for operational improvements and organizational efficiencies

    Commission Relations & Governance

    • Work closely with the MMCD Commission and its members to support governance and policy development.
    • Prepare reports, financial statements, and budget updates for Commission review.
    • Attend Commission meetings and provide expert guidance on internal operations, finance, and administrative matters.
    • Respond to inquiries and provide necessary documentation to assist Commission decision-making.

     Other Duties as Assigned

    • Oversee expenditures and purchasing decisions.
    • Support organizational policy development and implementation.
    • Lead interdepartmental initiatives to improve internal operations.
    • Participate with the annual financial audit.

     MINIMUM QUALIFICATIONS: Bachelor’s degree in business, public administration, or related field with an emphasis on accounting; three to five years related work experience preferred in administration; or an equivalent combination of education and experience; or demonstrated capability to perform the job duties. Microsoft Great Plains Dynamics Accounting software experience preferred.

    PHYSICAL REQUIREMENTS:

    Positions in this class typically require sedentary work, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Sedentary work involves maintaining a stationary position. Jobs are sedentary if moving is required only occasionally and all other sedentary criteria are met. Some work requires stooping, kneeling crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions on wet and uneven terrain. Move and transport up to 50 pounds occasionally and/or use force frequently or constantly to manipulate, lift, carry, push, pull or otherwise move objects. Certain work involves bike riding. Incumbents will be subjected to outdoor work and operation of District vehicles and equipment.       

    Incumbents may be subjected to, moving mechanical parts, fumes, odors, dust, chemicals and extreme temperatures, intense noise, and travel, requires license to operate a motor vehicle.
