    San Bernardino County is seeking a new Deputy Executive Officer (DEO), who, working under general supervision, supports the Assistant Executive Officer (AEO) in implementing and coordinating administrative policies and directives from the Board of Supervisors to ensure operational efficiency across the county. The DEO also assists with oversight of the County Administrative Office and engages in highly responsible administrative tasks, along with performing other related duties as assigned. Key responsibilities encompass, but are not limited to, the following: Aid departments in developing policies, plans, programs, goals, and objectives aimed at enhancing efficiency, economy, and community/public relations.; Offer advice and guidance to department directors, top-level administrators, and the Board of Supervisors concerning administrative and operational matters, as well as the establishment of policies, procedures, and practices to boost operational efficiency; Counsel County managers on establishing and coordinating programs that address evolving operational needs; promote interdepartmental program coordination by presenting a comprehensive perspective on issues to management, and facilitate the resolution of issues that span multiple departments.; Conduct special studies and investigations, prepare analytical reports, and formulate recommendations; perform in-depth analyses of operational structures, systems, procedures, policies, and practices; develop and propose new policies and procedures; Examine state and federal programs, statutory requirements, and legislation to assess their impact on County department operations; recommend more efficient compliance strategies and potential reinterpretations and amendments of certain requirements; analyze proposed legislation for its possible effects on operations and costs for County departments, and advise on the County's position regarding passage; Manage special projects for the Board and the CEO; conduct relevant research and present findings; oversee the work of staff handling special requests and projects for the Board and the CEO.

    OUTSTANDING SALARY AND BENEFITS

    The County offers a generous benefit package which includes a competitive salary commensurate with experience within the designated salary range of 91B: $175,052.80 - $249,121.60 Annually, plus a 3% annual across the board salary increase February 2026.

    Our generous alternative Modified Benefits Option provides a wage differential of 4% above the base salary with a complementing modified leaves package and benefits, including the use of increased pay rate to calculate County contributions to RMT, 401(k), and 457(b) plans, leaves cash outs, and retirement contribution rates.

    Desired Qualifications

    A highly qualified candidate will possess a combination of education and experience that includes a bachelor’s degree in a relevant field and four (4) years of significant experience in an executive, administrative, or managerial capacity in a complex organization involving the responsibility for program administration, project management, budget development and financial analysis, and intergovernmental liaison. Experience in the public sector that includes in-depth knowledge of regulatory compliance, policy development, and capital improvement and development projects is highly desired.

    The ideal candidate will also be an innovative and collaborative leader, capable of fostering a culture of success and achievement. The successful individual will advocate for the Countywide Vision, introducing collaborative ideas and strategies to deliver optimal services to the communities served. They will also bring creative solutions to current and future challenges and incorporate ideas from the evolving workforce and workplace equitably. Additionally, the ideal candidate will possess extensive knowledge of Human Services (HS) programs and their administration.

    Candidates possessing an equivalent combination of relevant education and experience will be considered.
