    Description

    Vacancy is in the Small Business division in the Department of Development Services at the City of Hartford . Under general direction, assists the Small Business division through coordination of City/State/Federal funded City led initiatives aimed at assisting small businesses and development in Hartford, including the Neighborhood Investment Fund Program and Small Business Façade Improvement Program. S erves as a liaison between small business owners, contractors, and city departments throughout the construction and improvement process. Guides or advises businesses through the permit process, reviews contractor proposals and budgets, ensures compliance with building codes and safety standards, and monitors project progress. Facilitates pre-construction meetings, conducts bi-weekly site visits, and provides ongoing support to ensure project s are completed on time, within budget, and to the required specifications. Attends meetings before Boards, Commissions, City Council and its Committees. Maintains contact with department heads and other municipal officials regarding City projects where projects involve input from other departments. Performs related work as required.

    This is a CHPEA Union position. The hours of work are 40 hours per week.

    Knowledge, Skills & Abilities

    The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:

    Knowledge of:
    • Basic project management concepts, principles, and practices;
    • Automated project management system;
    • Federal, state and city laws and regulations related to project activities;
    • Real estate financing funding sources and regional economics

    Ability to:
    • Evaluate projects;
    • Perform statistical research;
    • Maintain effective working relationships with governmental officials, business representatives and the general public;
    • Speak and write effectively;
    • Locate and compile information data or facts from specialized sources;


    Qualifications

    Open to all applicants who meet the following minimum qualifications:

    Completion of a four (4) year college or university course of study with major coursework in planning, public administration, business administration, economics or a closely related field AND three (3) years of responsible work in housing, economic development, planning or commercial and industrial real estate or related work.

    A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION. A DEGREE OR TRANSCRIPT SUBMITTED WILL BE VERIFIED BY THE HUMAN RESOURCES DEPARTMENT.

    HARTFORD RESIDENCY PREFERRED: A completed CITY OF HARTFORD RESIDENCY AFFIDAVIT including proof of residency as indicated on the RESIDENCY AFFIDAVIT may be submitted.

    If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening examination, and a background check. If appointed, you will serve 3-12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules and regulations.
