    ABOUT THE POSITION

    The Clark County Department of Aviation is seeking qualified candidates to apply for the Airport Supervising Engineer/Architect position. This position provides project or day-to-day staff leadership and/or supervision for engineering or architectural design and/or construction projects and programs. Further, this position performs professional level engineering or architectural planning, design, and/or construction oversight for a variety of construction, remodeling, and major repairs of the airport and Clark County buildings and/or local agency buildings and other public facilities. This recruitment will be used to hire for various positions including, but not limited to, a Civil Engineer position and an Architect position.

    Civil Engineer

    The Civil Engineer position is a project management position that also serves as a subject matter expert within the airport’s design group, and also serves as a supervisory role for some of the technical design staff. This position will serve as an Owner’s Representative for the airport and function as a Design Project Manager overseeing civil engineering based projects both landside (roadways) and airside (airfield areas) and corresponding project consultants. As the Owner’s Representative on these projects, this position will be managing the project scope, schedule, and budget of these projects being prepared by the outside engineering consultants. This position may also involve the direct preparation of engineering construction documents and submitting those documents through the approvals process to the necessary permitting and approval agencies required, along with the subsequent construction administration support to the construction team while the project is being implemented.

    Architect

    The Architect position is a project management position that also serves as a subject matter expert within the airport’s design group, and also serves as a supervisory role for some of the technical design staff.     Note: This classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

    This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months at either level or may be extended as needed by Employee Services.

    MINIMUM REQUIREMENTS

    Education and Experience:

    Bachelor's Degree in Engineering or Architecture and four (4) years of full-time professional level engineering or architectural design, plan checking, and/or project management experience. Education equivalency may be considered for registered architects.

    Qualifying education and experience must be clearly documented in the “Education” and “Work Experience” sections of the application. Do not substitute a resume for your application or write "see attached resume" on your application.

    Working Conditions: Work with exposure to potential hazards at various construction sites.

    Licensing and Certification: Must possess valid registration as a professional Engineer or Architect in the State of Nevada. If registered in another state, must obtain Nevada registration within one year of date of hire. Must possess a valid Nevada Class C driver's license at time of hire.

    Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

    Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

    Citizenship : Candidates must be legally authorized to work in the United States. Please note, Clark County does not provide H1B visa sponsorships or transfers for any employment positions.

    Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

    Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

    PHYSICAL DEMANDS

    Mobility to work in a typical office setting, use standard office equipment and to drive a motor vehicle in order to visit work sites; strength and stamina to inspect various construction projects and facilities; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.

    EXAMPLES OF DUTIES

    • Confers with airport, County, consultants, and contractors or agency staff regarding physical facility project requirements, including space criteria, cost estimates and related matters.
    • Conducts feasibility and cost studies; develops engineering or architectural solutions to complex problems related to such areas as terminal buildings, airport facilities, airfield areas, roadway and utilities infrastructure systems, and office or plant facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new design or construction methods and materials.
    • Prepares project designs, cost estimates, specifications, and project schedules.
    • Participates in writing requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts.
    • Acts as a liaison with various airport, utility, governmental agency, County and agency departmental staff; ensures that codes and standards are met in assigned projects.
    • Administers contracts with and confers with consultants, engineers, architects, and/or construction contractors; schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards and the airport’s design requirements and standards.
    • Coordinates and provides technical oversight to staff performing construction and remodeling projects; depending upon assignment, provides project or ongoing leadership or and supervision to staff, including work assignment, review, and evaluation; may participates in selection and disciplinary procedures.
    • Reviews and authorizes requests for payment and change orders; tracks and document project and/or program costs.
    • Confers with maintenance staff and recommends solutions to facility design, maintenance, and operational problems.
    • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
    • Maintains accurate records and prepares a variety of periodic and special reports.
    • Drives a personal, County or departmental agency motor vehicle in order to drive to project sites and meetings.
    • Monitors developments in equipment, materials and techniques in the engineering or architectural design and construction field; gathers information, develops alternatives and makes recommendations.
