    The Assessor's Office has the responsibility to locate all taxable property in the County and to identify ownership. This office establishes value for all taxable property and applies all legal exemptions to the property.

    The Appraiser series is found only in the Assessor's Office and is responsible for real property appraisals for tax assessment purposes.

    Appraiser I is the entry-level classification in the series, performing the more routine duties involved in the appraisal and assessment of real property for ad valorem tax purposes. Employees in this class receive substantial training initially, and perform routine field work. As knowledge and skills are gained they advance to more independent and responsible valuation of property for assessment purposes.

    This position is Monday through Friday, 8:00 am to 5:00 pm and is located in Monterey County.

    The Eligible List established by this recruitment process may be used to fill current and future vacancies on a regular full-time, part-time, or temporary basis.

    Flexible staffing This classification is part of a flexible series. Incumbents appointed at the lower level of the career series may be promoted up to the higher level of the career series subject to their meeting the employment standards for the higher class and a recommendation for their promotion by the appointing authority.

    Examples of Duties

    Performs the more routine duties involved with appraisals and assessments of real property.Assists in making economic and cost studies of real property; makes and verifies computations involved in cost estimating and appraising.Studies, measures, plots and describes construction characteristics of residential, commercial, and farm buildings; classifies them as to use, character of construction, and quality of construction.Answers taxpayers' questions about specific appraisals and the appraisal/assessment process.Prepares reports and forms on information acquired in the field to make determinations of tax assessments and to update assessment records and chart.Assembles and analyzes sales and income data relating to real property; estimates construction costs and depreciation.Interviews owners, real estate agents, independent appraisers and others to obtain information, such as terms and conditions of sales, and other related data to determine values of real property and develop comparable sales information.

    THE SUCCESSFUL CANDIDATE

    Will have a proven track record demonstrating the following knowledge, skills and abilities:

    Working knowledge of:
    • Basic mathematical concepts.
    Skill and ability to:
    • Keep accurate and detailed records.
    • Prepare clear and concise recommendations and reports.
    • Operate a variety of office equipment such as a calculator and personal computer.
    • Communicate effectively both orally and in writing.
    • Provide excellent and courteous customer service and establish and maintain effective working relationships with fellow employees and the general public.

    Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required
    conditions of employment is qualifying. An example of a way these requirements might be acquired is:

    Minimum qualifications that must be met in order to qualify for a Temporary Appraiser’s Certificate are listed below.

    EITHER OPTION I
    Education : Graduation from an accredited four-year institution of higher education

    OR OPTION II
    Graduation from high school (or equivalent) and four years of relevant experience within the last ten years in any of the
    following occupations:

    An accountant, auditor, real property appraiser, building cost estimator, engineer, real estate loan agent, real estate loan underwriter, right-of-way agent, licensed building contractor, orA real estate licensee, licensed by the California Department of Real Estate, engaged in buying, selling, leasing or managing real estate, orAn appraiser aide or appraiser trainee in an assessor’s office or in the property taxes department of the Board, orAn employee other than an appraiser, appraiser aide, or appraiser trainee, of an assessor’s office or of the property taxes department of the Board, except that such employment time shall be limited to qualifying for only 2/3 of the four-year experience requirement. The remaining 1/3 of time shall be accumulated by other relevant experience as described above or by education in an accredited institution of higher education. OR OPTION III
    Four years of relevant experience or any combination of relevant experience and education in an accredited institution of
    higher education totaling four years can be substituted for the educational requirement in Option I above.

    CONDITIONS OF EMPLOYMENT
    The required conditions of employment include, but are not limited to the following:

    Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.Prospective employees for the Assessor-County Clerk/Recorder will be required to submit to a background review which may include a review of information concerning present and/or prior employment, driving record, and record of criminal conviction.Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.Pursuant to Rules 282 and 283 of the State of California Board of Equalization Property Tax Rules, a Temporary Appraiser's Certificate will be issued only upon meeting the minimum qualifications listed under Option I, II or III as detailed in EXAMPLES OF EXPERIENCE/ EDUCATION/ TRAINING above; and Pursuant to Article 8, Section 670 of the Revenue and Taxation Code of the State of California, a Permanent Appraiser's Certificate issued by the State of California Board of Equalization is to be obtained within one year of appointment. Failure to obtain a Permanent California Appraiser's Certificate within one year of appointment will be cause for termination of employment ; andPursuant to Article 8, Section 671 of the Revenue and Taxation Code of the State of California, completion of at least 24 hours of training conducted or approved by the California State Board of Equalization is required in each one-year period.
