    The Missouri State Emergency Management Agency has responsibility for coordinating disaster response and recovery operations across Missouri - responding to everything from tornadoes and flooding to ice storms to the coronavirus pandemic. SEMA operates the State Emergency Operations Center and provides training and grants to strengthen Missouri’s resilience against natural disasters. SEMA’s mission is to help our fellow Missourians prepare for, respond to and recover from all emergencies. Each step will be guided by our core values of respect, integrity, trust, honesty and compassion. This is specialized professional work assisting with the coordination of activities for the Response Division within the State Emergency Management Agency (SEMA).

    Job Description:

    • Oversee the day-to-day operations of the logistics section under the direction of one of the deputy operations chiefs. This will include overseeing the operations portion of the warehouse, care/maintenance of generators, pumps, and a sandbagging machine.
    • Oversee assigned software programs such as WEBEOC and the inventory programs.
    • Update the logistic plan and the resource management plan.
    • Work with fiscal to obtain need items and equipment during times of a disaster.
    • Transport equipment around the State of Missouri to include pulling trailers.
    • Work overseeing the SEMA Warehouse maintaining equipment, loading/unloading trucks, maintaining a current inventory of warehouse disaster supplies, and other duties as assigned in the warehouse. Operating warehouse equipment such as manual pallet jacks, powered pallet jacks, and forklifts.
    • Emergency Support Function (ESF) 7 Lead - Works on the State Emergency Operations Center (SEOC) floor during an activation to resolve logistics issues. This entails resolving resource requests entered WEBEOC (online tool for information sharing and resource request tracking during emergencies, disasters, significant events and daily operations).
    • WEBEOC administrator - Maintaining WEBEOC software updates. Setting up new accounts and resetting passwords.
    • Surplus Manager: Prepares surplus property for Office of Administration (OA)/Surplus to dispose of excess SEMA property.


    Knowledge, Skills & Abilities:

    • Knowledge in overseeing and running a logistics operation during a time of disaster.
    • Knowledge of planning small to large scale logistics operation working with other divisions.
    • Knowledge of the phases of emergency management and their relevance to public safety.
    • Knowledge of the policies, regulations, guides, and precedents pertinent to the assigned emergency management phase(s).
    • Knowledge of the National Incident Management System (NIMS) and Homeland Security Exercise and Evaluation Program (HSEEP).
    • Skill in managing and resolving conflict in high intensity situations.
    • Ability to gather, correlate, summarize, interpret, and report a variety of technical information and data.
    • Ability to analyze implications, identify trends, and apply conclusions to complex problems.
    • Ability to operate a motor vehicle and maintain a valid vehicle operator’s license.
    • Ability to work nights, weekends, and holidays when required to respond to disaster/emergency situations.
    • Ability to provide technical assistance to local, state, and federal representatives on emergency management issues.
    • Ability to comprehend, interpret, communicate, and apply regulations, procedures, and related emergency management information.
    • Knowledge of the different types of private, volunteer, and governmental emergency response and recovery programs and their purpose.
    • Ability to coordinate information, people, resources, and organizations to react to emergencies and disasters.
    • Knowledge of the methods and techniques of disseminating information to the public.
    • Knowledge of supervisory techniques and practices.
    • Skill in making presentations before groups.
    • Ability to manage and/or supervise staff in planning, developing, coordinating, and evaluating all phases of a department wide emergency/disaster management program.
    • Ability to perform preventive maintenance on utility vehicles, pickup trucks, medium duty trucks, generators, pumps, light towers, sandbagging machine and other equipment as assigned.
    • Keep detailed records of all maintenance preformed on any equipment owned or used by SEMA.
    • Exercises considerable independence, judgment, and initiative; receives general administrative direction; work is reviewed through conferences, reports, and achieved results.
    • Ability to perform light building maintenance in an office or warehouse setting.
    • Ability to drive a light duty to medium duty truck and the ability to tow equipment or cargo trailers up to 20 feet long.


    Minimum Qualifications:

    • Candidates typically possess a bachelor’s degree and 4 years of experience in emergency management and supervisory experience, project management, or a related field (substitutions may be allowed for work experience and a bachelor’s degree).
    • Must be able to analysis complex problems and work to seek a solution.
    • Prior experience working in logistics, warehousing and, inventory control
    • Ability to work with local, state, and federal partners.
    • Experience working in a fast passed stressful environment.
    • Ability to plan small to large scale logistics operations
    • Must be able to use computers and associated software programs/
    • Prior leadership experience helpful.

    This description may not include all the duties, knowledge, skills, or abilities associated with this position. Normal work hours are Monday-Friday, 8:00 am to 4:30 pm. However, overtime or unusual working hours are required during an emergency event. Occasional same day or overnight travel is required.
