  • Job Description

    The City of Weatherford’s Finance Department is looking to hire a Purchasing Coordinator. This position will purchase commodities, equipment, and services required for city operations. This position is responsible for performing a variety of tasks related to public procurement of goods and services in accordance with City Purchasing Policy, Texas Government Code, Texas Local Government Code, the Uniform Commercial Code, and other governing statutes as prescribed by funding sources.

    Procurement and Bidding
    • Solicit formal bids by creating specifications and bid packets, posting legal advertisements, managing the City's bid platform, and communicating with prospective bidders, including Texas CMBL and HUB vendors
    • Research, locate, evaluate, and order supplies, materials, equipment, and services for City Departments in a timely manner
    • Review and process quotes, invitations to bid, sole source procurements, and inter-local cooperative purchases
    • Verify vendors are provided with accurate and complete bid specifications to ensure acquisition of specified products or services at minimal cost and maximum quality
    • Research new supply sources to maximize competition and value
    • Assist with requests for qualifications, proposals, and other complex procurement projects


    Contract Management
    • Compose and track annual contracts for City services and materials as required to support City operations
    • Ensure projects are awarded in compliance with procurement statutes
    • Research City contracts, inter-local agreements, and departmental requests to verify compliance of purchase orders


    Financial Oversight
    • Process requisitions, ensuring proper documentation is included
    • Review purchase orders and invoices to ensure correctness of account numbers and payment amounts


    Vendor Relations
    • Coordinate pre-bid/pre-proposal meetings and information exchanges
    • Respond to inquiries from vendors, departments, and contractors
    • Develop and maintain favorable relations with vendors, contractors, and city personnel
    • Contact local vendors, small businesses, and historically underutilized businesses regarding contracting opportunities


    Asset Management
    • Maintain accurate records of City-owned vehicles and equipment, including applications for exempt license plates
    • Manage inventory, arrange for facilities, advertise, and coordinate disposition of surplus City property


    Professional Development and Compliance
    • Continuously develop knowledge of local, state, and federal procurement laws
    • Pursue certification to conduct public procurement and undertake progressively more complex projects
    • Assist departments with financial systems, software, and procurement processes
    • Assist in preparing projects for City Council review and approval


    Qualifications

    • • Above knowledge and skill may be gained by associate’s degree AND two-years responsible experience in purchasing OR by any combination of training and experience leading to the described level of knowledge and skill • Must have a valid Texas Driver’s License and driving record must meet or surpass guidelines as set forth by the City
