    CAREER DESCRIPTION

    IT Applications Developer II

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

    AUDITOR-CONTROLLER

    THE OPPORTUNITY
    The Auditor-Controller is seeking an IT Applications Developer II, to design, develop, maintain, and support the software for Orange County’s CAPS+ Financial and Human Resources & Payroll system. Under general supervision, the incumbent will be responsible for the development, customization and management of custom mobile and web applications, software integration and other projects.

    Essential duties and responsibilities of the position will include but are not limited to:
    • Develop, test, implement, maintain, and document software programs including working effectively within a team environment to gather software requirements, design and develop software and implement projects
    • Perform all necessary development/enhancement/maintenance activities, including, coding, configuring, unit and integration testing, regression testing, performance testing
    • Implement high quality, secure and maintainable code using standard software design patterns and best practices
    • Provide technical assistance by responding to inquiries from users regarding errors, problems, or questions
    • Develop and create customized reports and dashboards


    MINIMUM QUALIFICATIONS & CORE COMPETENCIES
    Two (2) years of experience that is comparable to a County of Orange IT Applications Developer I.

    College level education or training directly related to the competencies and attributes required of the position may be substituted for up to one (1) year of the required experience at the rate of three semester units or the equivalent, equaling one (1) month of experience and one (1) hour of training equaling one (1) hour of experience. College level education or training beyond a bachelor's degree, which is directly related to the competencies and attributes required of the position, may be substituted for up to an additional year of required experience at the same rate identified above.

    The ideal candidate will also have experience as a software developer over medium to large IT applications and possess experience and/or knowledge in the following competencies:

    Technical Knowledge | Expertise
    • Web based design, development, and maintenance experience using .Net Framework, C#, .Net MVC, .Net Web Form, ASP.Net, Web API, SQL, Entity Framework, CSS, and JavaScript
    • Understanding of object-oriented programming concepts
    • Implementing high quality, secure and maintainable code using standard software design patterns and best practices
    • Experience with Visual Studio .Net, Visual Studio, Adobe Forms, WordPress, MS Project, MS Visio, and MS SQL database
    • Maintaining a degree of knowledge on current technologies and tools
    • Familiarity with Agile methodologies

    Problem Solving/Analytical Skills
    • Identifying and resolving challenging technical issues and problems through good judgment and decision making
    • Proactively detecting problem areas and recommending/implementing solutions
    • Analyzing problems and proposing solutions while dealing with changing priorities

    Communication Skills | Oral & Written
    • Developing and delivering effective written and verbal communication with stakeholders
    • Collaborating with other OCIT application developers, business users, and management
    • Serving as an integrator between business needs and technology
    • Effective in building rapport and negotiating with vendors and department staff to resolve or mitigate contract performance issues and conflicts
    • Self-driven learner with the ability to rapidly assimilate and communicate instructions

    RECRUITMENT PROCESS

    Structured Oral Interview | SOI (Weighted 100%)

    Applicants will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job. Only the most successful candidates will be placed on the eligible list.
