Job SummaryMohave County Development Services is looking to fill a Permit Technician Supervisor position for the Planning and Zoning division.
This position performs advanced-level technical work for permitting and supervises the permitting function for three County offices. Will require some travel for trainings and to the AZ Strip office monthly. This position will interact with the public at the counter and over the phone.
Starting salary --> $23.26
Monday through Friday - 8am to 5pm *with the option for a 4-10's schedule*
No holidays or weekends
Essential Job Functions- Provides supervision of Permitting function for all permitting offices, oversees permit counters, answers questions on zoning matters, determines if applications are administratively complete, and provides guidance as to routine construction details.
- Supervises, coordinates and performs a variety of administrative staff work such as scheduling; maintain records, responding to requests for information or services, performing related administrative, planning and research activities, and preparing correspondence, reports, statistical information and may prepare budget materials.
- Completes performance evaluations; may make hiring recommendations; recommends disciplinary actions; may approve vacations and time off; prepares work schedules and assignments; supervises the activities of assigned personnel; monitors reports and record keeping activities filed by assigned personnel for completeness, accuracy; and adherence to policy and procedure guidelines; instructs personnel in departmental policies; procedures and techniques; and provides training.
- Signs off on permit applications as appropriate.
- Calculates, assigns, and collects fees, as appropriate.
- Analyzes and checks more complex permit submissions for completeness, and compliance with zoning ordinance.
- May conduct field observations as necessary.
- Provides information to the general public and co-workers on more complex application concepts and details.
- Reviews simple and routine construction plans and specifications for compliance with the adopted codes and ordinances.
- Reviews routine correction submittals that are generally minor for construction details and specifications for compliance with a previously issued correction notice.
- Performs simple to complex mathematical calculation in determining compliance with locally adopted codes and ordinances.
- Prepares and maintains records and documentation for permits reviewed and issued.
- Maintains awareness of changes to codes and ordinances.
- Confers with architects, designers, engineers, and contractors in submitting and correcting simple or corrected building plans.
- May balance and report Permit Technician cash drawers.
Minimum Qualifications- High School Diploma/GED (General Education Degree)
- Four (4) years’ experience in a building permit function and in ACCELA permitting systems.
- Two (2) years’ experience in supervision.
- Must possess and maintain a certification as a Complete Permit Technician as administered by the International Code Council, or the ability to obtain the certification within 6 months of hire.
- OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.
PREFERRED QUALIFICATIONS - Residential Plan Review Certification within one year preferred.
Knowledge, Skills & Abilities- Basic knowledge of county codes and ordinances related to permitting, construction methods and materials.
- Advanced-level understanding of permitting systems, permitting software packages, and zoning ordinances.
- Basic understanding of math functions and geometry.
- Basic understanding of building codes, code tables and charts.
- Knowledge of Department policies, rules, regulation, and procedures.
- Knowledge of Mohave County Personnel Policies and Procedures, and Department rules.
- Proficient in the ACCELA permitting software.
- Able to Evaluate plot plans for compliance
- Able to read basic construction plans to determine compliance with codes or required corrections.
- Able to communicate and maintain professional demeanor with the public, co-workers, and work contacts.
- Maintain accurate and complete records.
- Communicate basic code and ordinance requirements to permit applicants.
- Read and accurately interpret basic plans, specifications and details.
- Work with minimal supervision.
- Make accurate observations.
