    Principal Transportation Planner

    Department of Community Development

    Full-Time, 12 months

    Exempt, Pay Grade 35

    VRS-Eligible, Benefits-Eligible

    Overview:

    The Principal Transportation Planner position undertakes assignments related to a full range of transportation project planning, review, and implementation responsibilities in the Community Development Department.

    Essential functions include, but are not limited to, the following:
    • Manage the development of multimodal (transit, biking, walking, etc.) transportation plans and alignment studies. Including oversight and integration of those plans into county-initiated small area plans.
    • Identify, coordinate, and prioritize capital projects for inclusion in regional transportation plans such as MPO plans, the County’s Capital Improvement Program (CIP), and state and federal transit budgeting and funding programs.
    • Identification of possible project funding sources, primarily through grants, and management of associated application process(es).
    • Liaison to community interests regarding transportation issues and program development.
    • Coordinate with various transportation agencies (such as CA-MPO and VDOT) and departments in implementing projects.
    • Serves as the county’s representative on regional planning bodies and actively participates on transportation study committees.
    • Site plan and subdivision review for transportation issues and/or integration of transportation improvements consistent with the Department’s plans/priorities.
    • Exercise a high level of independence with minimal day-to-day oversight by their supervisor in the execution of their assignments.

    Knowledge/Skills/Abilities:
    • Thorough knowledge of the philosophies, principles, practices and techniques of urban and rural planning related to transportation programming, planning, research, and community development activities.
    • Understanding of transportation project planning, scoping, and budgeting processes.
    • Knowledge of research methodology and of standard statistical procedures.
    • Ability to coordinate the review of complex projects by project teams and present the results effectively in oral, written and graphic form.
    • Exhibits strong writing and interpersonal skills necessary to establish and maintain effective working relationships with associates, subordinates, elected officials, representatives of other agencies, and members of the public.

    Required Education and Experience:
    • Graduation from an accredited college or university, supplemented by a master’s degree in urban planning, regional planning, civil engineering, or related and at least 6 years of professional planning experience. Combination of education and prof essiona l planning experience may be substituted for graduate level degree.

    Preferred Qualifications:
    • Experience working with the Virginia Department of Transportation (VDOT), the Virginia Department of Rail and Transit (DRPT), and/or Metropolitan Planning Organizations (MPO) programs and procedures preferred.
    • Experience with DRPT Multimodal Design Guidelines preferred.

    Physical and Mental Requirements:
    • Typically involves walking/standing in office environment to meet public, show displays, work with other departments and retrieve files .
    • Also involves light lifting and other physical activities including use of computers and motor vehicle operation.
    • Field reviews may involve walking in fairly rugged terrain .
    • Field work requires spatial interpretation, judging heights, distances, slopes and the like.
    • Frequent and regular contacts made at all levels of county staff and the general public possibly requiring use of alternative approaches to influence outcome .

    The Salary Range:

    The hiring range for this position is approx. $82,443 - $91,121 per year. Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
