The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. Internal Services Department is seeking qualified candidates to fill emergency Principal Application Developer vacancies related to this unprecedented natural disaster.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Principal Application Developer.

Essential Job Functions

Provides technical expertise to project managers, department management, and/or user management regarding one or more major system development or maintenance efforts.

Advises management on technical alternatives, such as languages, tools, platforms, utilities, and servers.

Leads and participates in the work of a team of Application Developers engaged in the development or maintenance of the most highly technical programs.

Provides technical consulting on long-range information systems planning.

Programs the most specialized and complex applications.

Solves the more complex application software and system performance problems.

Analyzes performance data and conducts capacity planning.

Establishes quality assurance procedures.

Monitors vendors to ensure performance according to project goals and contract terms, and reports performance problems to management.

Assists in creating Statements of Work (SOWs) in support of applications development efforts.

Serves as a project manager.

Represents the department in collaborative efforts with other County departments, outside agencies, and/or vendors.

Supervises lower level application development personnel.

Requirements

Option 1:
Graduation from an accredited college with a Bachelor's degree* in Computer Science, Information Systems, or a closely related field, and four (4) years of progressively responsible**, full-time, paid experience in a centralized information technology organization***, coding, testing and debugging application programs.

Option 2:
Two (2) years of experience, within the last three years, at the level of the Los Angeles County class of Senior Application Developer****.

Option 3:
Five (5) years of progressively responsible, full-time, paid experience in an information technology organization, coding, testing, and debugging application programs.

You MUST meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

You must POSSESS and CLEARLY express detailed years of experience performing relevant duties related to the requirements above and within your online job application and supplemental questionnaire.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL EXPECTATION :
2 - Light. This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

*Accredited institutions are those listed in the publications of regional, national or international accrediting agencies that are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. (AICE). In order to receive credit for any type of college or university degree, such as a Bachelor's Degree or higher, you must attach a legible copy of the official diploma, official transcripts, or official letter from the accredited institution, which shows the date the degree was awarded, with the Registrar's signature and school seal, to the application at the time of filing, or email to HVasquez@isd.lacounty.gov within five (5) days from application submission. **Progressively responsible experience is work experience that clearly shows an upward progression in the level of duties and responsibilities from one job to the next.

***Centralized IT organization is defined in the County of Los Angeles as that which is responsible, under the direction or guidance of the Chief Information Technology official (or at the Sheriff's Department, the coordinated executive command structure) for the department or major organization unit, for providing comprehensive IT services including analysis, design, acquisition, and/or development, implementation, maintenance, or support of information systems; and in which the work performed is in direct relationship to the IT requirements and initiatives of the department or major organization unit.

****Experience at the level of Senior Application Developer within the County of Los Angeles is defined as u nder direction, performing a wide range of application development related duties including analysis, design, evaluation, development, coding, testing and maintenance of complex application systems*****.

*****Complex application systems are enterprise applications that display, manipulate, and store large amounts of data and support the automation of business processes. These systems provide services to a large number of users over a computer network using multiple layers of technology.

OUR ASSESSMENT PROCESS:
Before the end of your initial work assignment, the appointing department will evaluate your performance. Those who achieve a passing score on this evaluation will be considered for permanent appointment.

SPECIAL INFORMATION:
Appointees will be required to work a Monday through Friday 5/40 work schedule.
